Overview

This posting is being used to fill various Land Agent V positions at the specified location.

Salary Range: Land Agent V, SR-24: $6,043.00 - $7,351.00 per month. All new external applicants will be placed on the initial step of the salary range. Placement above the initial step will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, availability of funds, and other relevant factors. Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

Examples

of Duties
  • Researches potential land acquisition sites for new schools, expansions, or disposition, considering factors such as location, size, zoning, and environmental impact.
  • Engages with landowners to negotiate fair market prices and terms, including securing necessary easements and rights of way.
  • Conducts thorough property due diligence, including title searches, boundary surveys, environmental assessments, and zoning verification.
  • Drafts and reviews purchase agreements, deeds, and other legal documents related to land acquisition.
  • Coordinates with local planning departments and other regulatory agencies to obtain necessary entitlements for land development.
  • Oversees the management of acquired land, ensuring proper maintenance and compliance with environmental and zoning regulations.
  • Works closely with school officials, design professionals and related consultants, construction teams, and legal counsel to ensure successful land acquisition projects.
Minimum Qualifications
  • Education: Graduation from an accredited four-year college or university with a bachelor’s degree.
  • Excess work experience as described under Specialized Experience or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to four years of study may be substituted on a year-for-year basis. Must demonstrate ability to write clear and comprehensive reports, read and interpret complex material, and solve problems logically and systematically.

    Experience:

    Knowledge of Hawaii land laws, real estate laws and terminology, real property appraisal, and ability to analyze land transaction data and prepare reports with conclusions and recommendations.

Examples of Qualifying Experiences:

  • Land management experience for acquisition and disposition of land; inspection of public lands; enforcement of agreements and laws.
  • Property management experience including acquisition/disposition, valuation, bids, rental rates, tenant selection, and property maintenance.
  • Real property appraisal experience including estimation of values considering location, zoning, environmental factors, and development potential.
  • For Land Agent IV and V levels, at least one year of required specialized experience must be comparable to the next lower level in State service.
Substitutions
  • A master’s degree in real estate, real estate finance, business finance, property management, appraising, land management, urban planning, or a law degree with land acquisition and development specialization may substitute for one year of Specialized Experience.
  • Note:

    Official transcripts must be submitted to receive credit for substitution.
Driver's License
  • Must possess a valid driver’s license to drive in Hawaii. Submit a clear copy of the license.
