The Office of the University Secretary supports the President’s Office and the Senior Executive Group on matters related to governance and research, policy analysis and development, data analysis, evaluation, planning, and decision-making activities.
The Policy Development and Research Officer is a full-time continuing role that supports institutional decision-making through policy development and analysis, strategic research, planning, evaluation, and reporting. They conduct research, develop policy and planning materials, and provide analytical support on strategic institutional priorities. They work with various stakeholders across the University to ensure a consultative and collaborative approach to policy development.
Responsibilities Policy Development- Identify potential issues, conduct research and analysis and provide advice and recommendations.
- Work with academic departments, administrative units, and senior executives to draft, revise, and evaluate institutional policies. Prepare and deliver presentations that outline policy options with the purpose of creating clarity around key decisions.
- Write decision documents, such as briefing notes, discussion and policy papers, for approval by Senior Executives.
- Monitor changes in relevant legislation, regulatory requirements, and best practice across the Canadian post‑secondary sector. Gather, analyze, interpret and disseminate information required for planning and decision‑making.
- Serve as a subject matter expert on policy interpretation and application.
- Facilitate and support institutional strategic planning broadly across the University, including implementation, monitoring, and reporting activities.
- Undertake and assist in research, collection, organization, and analysis of information and data on an ongoing basis and in response to ad hoc requests.
- Analyze and summarize information, such as surveys and reports. Develop recommendations and present the results based on the best information available.
- Conduct research, prepare reports and presentations and undertake advanced and complex special projects using data from the University’s administrative systems, as well as research from external sources.
- Develop and maintain tracking of the University’s key performance indicators (KPI); keep the Senior Executive Group updated on KPIs.
- Support the President and Senior Executive Group with reporting on KPI’s to the Board of Regents, Senate, as well as external stakeholders.
- Prepare briefing materials, reports, presentations, and other analytical documents for the Senior Executive Group, Senate, and the Board.
- Manage temporary staff.
- Provide guidance to other members of the Policy Department.
- PhD in the Social Sciences preferred, Master’s degree required.
- Minimum 7 years of related experience, preferably in a post‑secondary institution, including design, measurement, policy development, and institutional research.
- Knowledge of, exposure to, and deep interest in higher education and public policy.
- Experience in developing educational/government policy is an asset.
- Experience leading and supporting strategic planning and evaluation, and project management over several fiscal years.
- Strong oral and written communication skills, including public speaking.
- Demonstrated ability to communicate complex research designs and analytic frameworks to broad audiences.
- Strong interpersonal skills, including a demonstrated ability to establish collaborative relationships.
- Displays ability to prioritize and manage multiple tasks simultaneously.
