- Serve as Lead Reviewer for Western Riverside County MSHCP projects, including Joint Project Reviews, amendments, PSE applications, and Criteria Refinements
- Lead technical review phases, coordinate review staff, manage schedules, and communicate project status and budget information
- Review development, infrastructure, public works, and conservation projects for MSHCP consistency
- Review biological technical reports, habitat assessments, species surveys, aquatic resource delineations, consistency analyses, DBESP reports, GIS analyses, and related documentation
- Conduct compliance reviews concerning reserve assembly, rough step analyses, riparian/riverine and vernal pool resources, narrow endemic plant species, survey procedures, Urban/Wildland Interface Guidelines, and Criteria Area facilities
- Prepare technical comments, findings, correspondence, and review memoranda
- Coordinate with applicants, consultants, local jurisdictions, permit tees, RCA, RCTC, and state and federal wildlife agencies
- Lead stakeholder discussions and navigate competing goals
- Maintain project tracking, administrative records, logs, and documentation
- Collaborate with GIS analysts, restoration specialists, species experts, planners, and regulatory specialists
- Develop review templates, procedures, technical guidance, and training materials
- Manage concurrent assignments while maintaining quality, responsiveness, and customer service
- Review junior and mid-level reviewers’ documents and provide guidance
- Monitor schedules, scope, and budgets and communicate potential issues
- Provide guidance on MSHCP implementation, reserve assembly, conservation planning, mitigation, and regulatory requirements
- Bachelor’s degree in biology, ecology, botany, environmental science or related natural resources field
- Minimum of 12 years of professional experience in biological resources consulting, environmental planning, habitat conservation planning, natural resource management, or regulatory compliance
- Expertise with the Western Riverside County MSHCP
- Strong written and verbal communication skills
- Strong organizational skills and attention to detail
- Good judgment and sound decision-making skills
- Ability to work effectively with public agencies, consultants, clients, and multidisciplinary project teams
- Familiarity with Microsoft Office applications and GIS mapping products
- Valid driver’s license and active personal automobile liability insurance by the first day of employment
- Must pass a pre-employment drug test and background check
Demonstrates expertise in biological resources consulting and environmental planning, with a strong focus on MSHCP implementation, habitat conservation planning, and regulatory compliance. Capable of leading technical reviews, managing project schedules, and collaborating with multidisciplinary teams to ensure project success.
