Case Manager II (Charity & Disaster Case Management)Full time, California Position Summary
The Case Manager at the Buddhist Tzu Chi Foundation (Charity Development Department) embodies the Bodhisattva spirit—listening deeply to suffering, offering practical support, and providing compassionate, ethical care. This licensed professional role provides both Charity Case Management and Disaster Case Management (DCM) services for individuals and families impacted by poverty, disaster, illness, displacement, and crisis.
This is a bilingual (Chinese–English) position that integrates professional social work practice with humanitarian and disaster recovery services.
Charity & Community Case Management
- Conduct intake, psychosocial assessments, and needs evaluations in accordance with licensed social work standards
- Develop and implement individualized service plans, monitor progress, and document outcomes
- Provide case coordination and referrals to medical, housing, legal, mental health, financial, and community resources
- Deliver bilingual client support (Mandarin–English), including interpretation and documentation
- Maintain accurate, confidential, and compliant case records
Disaster Case Management (DCM)
- Conduct disaster intake, needs assessment, and recovery planning for disaster- impacted households
- Develop Disaster Recovery Plans (DRPs) aligned with FEMA, VOAD, and local emergency management guidelines
- Coordinate with VOAD partners, emergency management agencies, shelters, and nonprofit partners
- Support housing stabilization, financial assistance referrals, debris removal coordination, and benefits navigation
- Participate in Local Assistance Centers (LACs), Disaster Recovery Centers (DRCs), and field operations
- Provide crisis intervention and trauma-informed support during disaster response and recovery phases
- Track cases using DCM systems and reporting tools as required by funders and emergency partners
- Bachelor’s or Master’s degree in Social Work (BSW/MSW) or closely related field
- Active Social Worker license in the State of California (e.g., ASW, LCSW, or equivalent as applicable)
- Minimum 1–2 years of professional experience in case management, social services, or disaster response/recovery
- Fluent in Mandarin and English (spoken and written)
- Knowledge of disaster recovery systems, community resources, and underserved populations
- Strong understanding of ethical standards, confidentiality, and client rights
- Proficiency with Microsoft Office and case management/DCM database systems
- Willingness to work flexible hours, including field deployment, evenings, weekends, and disaster activations
- Experience in FEMA-funded or VOAD-coordinated Disaster Case Management programs
- Training or certification in:
Disaster Case Management (DCM)
Psychological First Aid (PFA)
Trauma-Informed Care - Experience working in faith-based, healthcare, or community-based nonprofit environments
This role adheres to:

Estimated Salary Range (Southern California): $36 – $45 per hour, depending on experience and qualifications.
