Overview

We are seeking a Business and Contracting Officer Representative Support Specialist to join our team. You will provide comprehensive acquisition and contract administration support to the COR/ACOR, handling everything from pre-award documentation and cost analysis to post-award management and closeout. Additionally, you will develop performance trackers, process invoices, and manage security documentation while operating dynamically within an active shipyard environment. This position is in Mobile, AL.

Responsibilities

include, but are not limited to:
  • Acquisition Planning and Pre-Award Support
    • Assist in the development of Independent Government Cost Estimates (IGCE), Requests for Proposal/Quote (RFP/RFQ), and Market Research Reports.
    • Support source selection processes utilizing knowledge of the Federal Acquisition Regulation (FAR), socioeconomic policies, best value trade-offs, and low-price technically acceptable (LPTA) procedures.
    • Assist with Technical Assessment Reviews (TAR) and draft acquisition plan and execution documents.
  • Cost, Price, and Negotiation Analysis
    • Conduct thorough cost and price analyses for proposals and contract actions.
    • Develop pre- and post-negotiation memorandums.
    • Evaluate and process Engineering Change Proposals (ECP) and Requests for Equitable Adjustments (REA).
  • Post-Award Contract Administration and Closeout
    • Draft vital contract administration documentation, including Contractor Performance Assessment Reporting System (CPARS) entries, contractor discrepancy reports, cure letters, and default packages.
    • Process invoices for payment on assigned Task Orders (TO).
    • Perform administrative closeout of Task Orders, ensuring satisfactory completion and the inclusion of all final reports and evaluations.
  • Project Tracking, Reporting, and Metrics
    • Develop milestones, trackers, and standardized reports for all COR/ACOR actionable items (e.g., ECPs, TARs, RFPs, IGCEs).
    • Create presentation graphs and process metrics regarding the usage of workflow capabilities.
    • Draft, manage, and track official COR/ACOR correspondence.
  • Security and Administrative Compliance
    • Review Common Access Card (CAC) applications for personnel.
    • Conduct mandatory reviews of assigned CACs every six months to ensure ongoing compliance.
  • Operational Environment and Physical Requirements
    • Navigate an active operational environment, requiring moderate walking and movement through an active shipyard and aboard Offshore Patrol Cutters (OPCs) under construction.
Required Qualifications:
  • A bachelor’s degree in a business or technical field with a minimum of 24 business credits. In lieu of degree, an additional 4 years of relevant experience in addition to the required minimum years of experience, Best Value Trade Off Report.
  • A minimum of four (4) years of experience in supporting COR in a shipbuilding environment.
  • Comprehensive knowledge of shipbuilding processes, techniques, and procedures.
  • Comprehensive knowledge of Federal Acquisition Regulations (FAR).
  • Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate and administer contract requirements. The ability to produce COR reports, briefs, and presentations using thecontractorsprovideddata.
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques (e.g., random sampling, learning curves, and computerized cost models) necessary to (1) analyze historical cost and schedule, (2) analyze reports of auditors, Technical specialists, and contractor personnel to assess actual EVMS compliance and verify and interpret contractor developed cost and schedule…
