Position Overview
The U.S. Coast Guard Offshore Patrol Cutter (OPC) Project Residence Office (PRO) requires a well‑integrated and coordinated team to assist in the execution of its responsibility to provide the U.S. Coast Guard’s next cutters. The OPC will be a critical U.S. Coast Guard asset in the support of national security strategy for maintaining the nation’s economic, social, environmental, and military security mission areas.
The IMS/EVM/EVMS Surveillance Specialist (USCG OPC Shipbuilding) supports program oversight by reviewing and analyzing shipbuilder deliverables related to Integrated Master Scheduling (IMS) and Earned Value Management (EVM). This role ensures accurate assessment of schedule, cost, and performance data and provides clear, concise reporting of findings, risks, and recommendations.
- Review and analyze Shipbuilder Integrated Master Schedules (IMS) and supporting schedules
- Assess compliance with contract requirements and Shipbuilder processes
- Identify current and potential risks impacting cost, schedule, or performance
- Evaluate likelihood of meeting program milestones
- Analyze schedule changes and provide impact assessments
- Coordinate schedule and system analysis with program stakeholders
- Perform quality assurance on Shipbuilder IMS and maintain a government tracking copy
- Monitor and audit reported physical progress against actual performance
- Ensure IMS includes required elements (e.g., start/finish dates, duration, % complete, logic ties, critical path)
- Review and validate contractor reports (CPR, CFSR, CCDR, IMS) and reconcile data across sources
- Support analysis of Performance Measurement Baseline (PMB) and Estimate at Completion (EAC)
- Assess cost, schedule, and performance data to evaluate program health
- Prepare reports, trackers, and presentations summarizing findings, risks, and recommendations
- Support development and maintenance of program plans including WBS, work packages, schedules, and budgets
- Track and analyze planned vs. actual costs and resource utilization
- Maintain program data in tools such as Microsoft Project, SharePoint, and Power BI
- Provide recurring reports including cost, schedule, and performance metrics
- Identify schedule conflicts, delays, and performance issues
- Recommend corrective actions and support risk management activities
- Evaluate impacts of engineering changes, waivers, and deviations on production
- Conduct surveillance at Shipbuilder facilities and onboard vessels under construction
- Verify alignment between reported progress and actual production status
- Validate variance analyses and ensure accurate representation of program conditions
- Prepare scheduling materials (Gantt charts, milestone charts, reports)
- Provide briefings and updates to program leadership
- Coordinate inputs across stakeholders to maintain accurate program schedules
- Support data submittals, contract correspondence, and required documentation
- Minimum of 5 years’ experience in supporting project management and shipbuilding processes.
- Bachelor’s Degree in an engineering field or related technical/business field.
- Substitution for a Bachelor’s Degree may be:
- Five or more years of relevant experience in addition to the required minimum years of experience or EVM certification for Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/ EVMOTM).
- Active Secret Clearance
EVM certification for Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/ EVMOTM).
