Program Manager - Construction

Responsibilities

• Serve as the principal contact with the customer for all issues, managing relationships and reporting.
• Manage relationships with prime and subcontractors.
• Oversee construction of vessels, ensuring delivery within cost, schedule, quality, and safety objectives.
• Administer contracts, specifications, drawings, and regulatory requirements.
• Plan and schedule projects, including milestone definition, critical‑path analysis, progress payments, and estimating.
• Lead design and configuration management activities, guaranteeing deliverables support the project schedule.
• Manage contract change control and performance reporting.
• Supervise procurement of materials and equipment, placing orders, ensuring on‑time delivery and quality assurance, and resolving related issues.
• Maintain classification and inspection authority relationships to ensure the product meets specifications and regulatory requirements.
• Coordinate test and evaluation programs.

• 4‑year degree related to engineering technologies preferred.
• 15 years of related experience and training.
• Proven record of military marine program management.
• Sound knowledge of the military marine construction industry.
• Proven track record in the marine industry covering engineering, fabrication, or operations.
• Ability to set tasks for self and others.
• Strong listening skills to staff and customers, acting appropriately.
• Excellent communication skills.
• Capability to read, analyze, and interpret contracts and specifications.
• Ability to check own work for quality.
• Must be able to obtain and maintain the required security clearance.
• Must be able to provide proof of U.S. Person status.
