Responsibilities
- Lead complex management and program analysis studies.
- Extract and analyze workforce data from automated personnel systems.
- Produce executive-level reports with charts, trend analysis, and actionable recommendations.
- Serve as the Division’s primary liaison to the Civilian Personnel Advisory Center.
- Advise leadership on workforce management policies; process RPAs and SF-52s; coordinate hiring actions, onboarding, out-processing, and exit interviews.
- Function as the Division’s technical expert on manpower management; maintain the Integrated Manning Document (IMD); track and analyze Full Time Equivalent (FTE) allocations; recommend optimal distribution of manpower resources.
- Manage processing of honorary and monetary awards; conduct internal management reviews; coordinate with the Resource Management Office; maintain centralized awards records.
- Serve as the District’s Alternate Drug Testing Program Coordinator; plan and execute all required testing; deliver Drug-Free Workplace training; brief Command Staff on program status.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty travel to other duty locations 10% of the time.

To qualify at the GS‑11 grade level, you must have:
- Specialized
Experience:
One year of experience equivalent to at least the GS‑09 grade level in the Federal service, including reviewing and interpreting directives, administering employee awards programs, coordinating hiring and retention actions, and performing manpower operations in a Federal environment. - Education: You have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field demonstrating the knowledge and skills necessary to perform this position (such as business administration, finance, or public administration). A copy of your transcripts must be provided.
- Combination of
Education and Experience:
You may qualify if the percentage of experience and education combined is at least 100%. Calculate the percentage of experience by dividing your total months of experience by 12 and the percentage of education by dividing the total number of completed graduate semester hours beyond the second year by 18; add the two percentages.
To qualify at the GS‑12 grade level, you must have:

One year of experience equivalent to at least the GS‑11 grade level in the Federal service, including planning and conducting complex management and program analysis studies, interpreting new directives and regulations, and supporting management with processing honorary and monetary awards. - Education and Experience: This position requires experience alone—education cannot substitute for the required experience.
- Time in Grade: For GS‑11 applicants, 52 weeks of Federal service at the next lower grade or equivalent (GS‑09) within the last 52 weeks is required. For GS‑12 applicants, 52 weeks of service at the next lower grade or equivalent (GS‑11) within the last 52 weeks is required.
If using education completed in foreign colleges or universities to meet qualification requirements, credentials must be evaluated by a private organization specialized in foreign education interpretation or must have been deemed equivalent to that gained in a U.S. accredited…
