The Senior Community Manager oversees, plans, and manages the day‑to‑day operations of properties in their portfolio. They are responsible for managing all on‑site compliance activities and for the overall performance of the portfolio, which includes direct oversight of the marketing program and financial performance.
RESPONSIBILITIES:
- Ensure adherence to laws relating to leasing, including HUD, Fair Housing, ADA, and the Fair Credit Reporting Act.
- Maintain compliance and knowledge of the HUD 4350.3 Handbook.
- Develop responses to regulatory agencies in coordination with the Compliance Department.
- Implement intervention strategies with Regional Managers and the Compliance Department for tenants who are non‑compliant with lease/compliance requirements.
- Prepare all site REAC reviews, EHS violations clearance, Management and Occupancy Reviews (MOR), Investor Site Reviews, Low‑Income Housing Tax Credit (LIHTC) reviews, and perform annual and interim recertification reviews.
- Assist tenants with requests, questions, problems, and complaints.
- Monitor tenant and complex‑wide arrears and litigation cases.
- Attend monthly arrears meetings.
- Document lease violations and coordinate evictions.
- Supervise rent and late fee collection, process applications, pursue delinquencies through legal action and eviction, monitor bad‑debt write‑offs, and alert staff of move‑ins, move‑outs, and emergencies.
- Supervise preventive, routine, and emergency maintenance/repairs and ensure compliance with all regulations.
- Consistently work to clear HPD, ECB, and DOB violations.
- Coordinate vendor bids and contractor quotes.
- Conduct and document unit inspections.
- Conduct bi‑annual walk‑throughs with the Building Superintendent.
- Create reports to ensure all buildings under the PM’s responsibility are properly maintained and building needs are appropriately noted, planned for, and addressed.
- Attend weekly construction meetings.
- Provide and obtain updates on ongoing construction projects/unit renovations.
- Work with the construction team to avoid violations and facilitate inspections and necessary access.
- Prepare monthly financial cover sheets.
- Attend monthly financial catch‑up meetings and monitor budgets.
- Perform other related duties as required.
