Overall Functions

The Property Manager administers and maintains all phases of community operations. Specific areas of responsibility include personnel functions, community maintenance, monitoring market conditions, and budget control, advertising and resident relations. Effective in resident relations and resolution of resident issues while communicating with AVM Corporate Office to obtain approval as needed.

Essential Functions
  • Hires, trains, evaluates and supervises all on-site employees.
  • Coaches and counsels on-site employees.
  • Prepares and conducts performance reviews on all on-site employees.
  • Handles disciplinary action, including terminations, completed counseling summaries and communicates status to Human Resources, Senior Manager (if applicable) and President.
  • Conducts staff meetings on a regular basis and attends management meetings when scheduled.
  • Develops a team atmosphere that effectively sells the quality and professionalism of Arbour Valley Management.
  • Supports overall marketing efforts, offers input in regard to promotions and advertising.
  • Monitors the properties’ market conditions to anticipate market changes or trends that could affect profitability.
  • Monitors closing ratios of leasing associates to ensure requirements are met and recommends additional training if necessary.
  • Ensures that staff implements residential retention strategies.
  • Ensures completion of tasks assigned to staff daily.
  • Ensures compliance with Arbour Valley policies and procedures and any outside compliance required by governmental laws and regulations, including Fair Housing, Section 504, and environmental and safety laws.
  • Ensures that units are rented to qualified residents.
  • Maintains an up-to-date tickler system to ensure timeliness of all re-certifications and/or renewals.
  • Ensures resident files are kept according to Property and/or HUD policy, including all necessary documents; interviews all residents to ensure rent is calculated correctly and keeps all other filing systems in order.
  • Understands state landlord-tenant laws.
  • Follows guidelines of the community’s operating budget.
  • Approves payment of all invoices and ensures all payables are sent to Birmingham in a timely manner.
  • Monitors employees’ time and attendance, approves time for all employees, and reports to Birmingham in a timely manner.
  • Monitors maintenance activities to ensure resident requests and preventive maintenance are performed according to standards.
  • Reports or offers recommendations for capital improvements to Senior Management.
  • Maintains open and clear communications with staff members.
  • Strives to meet or exceed resident satisfaction.
  • Oversees the creation and editing of the Property Newsletter.
  • Becomes active in the local business community and local Apartment Associations.
  • Attends and participates in training programs as requested and ensures all on-site staff has enrolled in and completed mandated courses in a timely manner.
  • Attends and monitors required resident functions and social activities.
  • Represents Arbour Valley in a professional manner at all times, consistently maintaining a courteous attitude when dealing with residents, subordinates, co-workers, and the general public.
  • Performs other duties as assigned.
Other Requirements
  • Ensure staff members and yourself wear clothing and accessories appropriate for a professional business environment.
  • Interpret, evaluate, and communicate detailed written or verbal instructions to staff accurately and quickly, including answering phones, attending meetings, and written correspondence.
  • Organize various office systems through adjusting, connecting, lifting, pulling, pushing, bending, or folding to maintain proper records development and/or management. Ability to lift, push, pull, or carry up to 15 pounds for dissemination or documents, supplies, materials, etc. to various locations throughout the office/facility.
  • Have a valid driver’s license and a reliable vehicle to perform management tasks and errands, with proof of liability insurance.
  • Must have successfully completed pre-employment screening and passed drug tests.
  • Hours of work include being at the property during regular hours and advising Senior Management of any days off. Must be on call 24 hours a day for emergencies after regular work hours.
