Building Safety Program Coordinator

The Building Safety Program Coordinator supervises the plan check team and supports the Building Safety Division's core purpose: to make Modesto the place to be by ensuring that the buildings we live, work, and play in are safe. The position provides technical expertise in building plan review and permitting while promoting exceptional customer service. The incumbent serves as a technical resource to staff, customers, contractors, and other agencies by interpreting codes and regulations, coordinating permitting activities, recommending process improvements, and performing a variety of technical and administrative duties related to Building Safety.

Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Recommend and assist in the implementation of program goals and objectives; establish schedules and methods for implementing building inspection program activities; implement policies and procedures.
- Develop, implement, and evaluate programs related to building inspection activities within the City; compile, evaluate, and determine internal procedures and processes associated with assigned program; coordinate program activities across departments and with outside agencies.
- Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
- Coordinate the involvement of multiple departments for the review of permits and related land use issues to streamline processes and provide good customer service.
- Research, compile, and prepare reports and documentation on program activities; analyze program elements and recommend changes; maintain records of findings and corrective actions; prepare periodic status reports.
- Coordinate and provide training on assigned program activities; ensure compliance with federal, state, and local regulations.
- Develop procedures for specialized building services and/or code enforcement programs; ensure program staff is properly trained and knowledgeable; serve as technical advisor to staff on assigned program related issues; may conduct the more complex inspections.
- Support City code enforcement efforts pertaining to blighted neighborhoods; evaluate, implement, and coordinate enforcement program activities in conjunction with other department staff; develop tools and procedures to assist all departments to easily communicate and bring resolution to code enforcement issues.
- Represent function on committees, outside organizations, and at staff subcommittees as necessary; coordinate permit activities with other divisions and outside agencies.
- Oversee the work of outside consultants and contractors.
- Assist in the development of fee schedules.
- Represent the department at meetings, hearings in courts, and before the Board of Building Appeals to testify and/or present information on code violations and related matters.
- Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
- May participate in recommending the appointment of personnel; provide and coordinate staff training; work with employees to improve performance; implement discipline procedures as required.
- Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
- Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Knowledge of:
- Principles, practices, and standards related to the building industry.
- Pertinent federal, state, and local laws, codes, rules, and regulations.
- Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.
- Building related codes and ordinances enforceable by the City, including the California Building, Electrical, Plumbing, and Mechanical Codes.
