Position Summary
The Chief Executive Officer (CEO) shall be accountable to the Board of Directors. The Board of Directors authorizes the CEO to administer business, personnel, program, and public affairs of the VTC, with delegation of responsibility to other personnel as necessary and appropriate. The Board of Directors tasks the CEO to ensure the performance of the following areas of responsibility:
Programs- Develop and/or direct all VTC programs in accordance with local, state, and federal requirements
- Prepare, review of and submittal of all applications and proposals
- Negotiation and execution of contracts, as approved ad authorized by the Board of Directors
- Coordinate and/or prepare and submit all required reports and funding claims
- Conduct quarterly evaluation of program effectiveness; take necessary action to maintain sufficient program funding levels and conduct funding and staff evaluations
- Conduct an annual evaluation of all programs to include the goals set and achievement of the goal
- Develop annual VTC operational and program budgets
- Identify potential funding sources, as required and oversee grant proposals, with supporting documents
- Coordinate chair fundraising activities
- Conduct program and financial analysis
- Conduct contract management
- Submit monthly financial reports to the Board of Directors
- Retention of payroll and payroll taxes
- With Board approval, retain the services of an independent CPA firm for annual audit, tax reports, and reports to the State Attorney General
- Prepare agendas and ensure minutes of the Board of Directors meetings are kept and published
- Maintain files and records as appropriate
- Conduct correspondence as appropriate
- Ensure all paperwork and taskings are completed in a timely manner
- Ensure adequate facilities to accommodate the program(s)
- Provide for maintenance, repair and improvements of buildings and rounds as necessary, in accordance with the requirements of funding entities
- Call for bids as necessary
- Ensure security and control use of VTC facilities as appropriate for staff/community use
- Equipment/Materials/Supplies
- Authorize liquidation/replacement of equipment, materials, and supplies as necessary and appropriate
- Authorize acquisition of new equipment, materials, and supplies as necessary and appropriate
- Call for bids as required
- Single items costing $5,000 or more requires prior approval of the Board of Directors as well as certain funding entities
- Ensure staffing patterns comply with qualifications, which meet program needs
- Administer employment, assignment, promotion, demotion or dismissal of staff (paid and volunteer)
- Assess changes in pay scales or rates, staying within budget limits
- Provide direct supervision and evaluate COO and Program Directors
- Schedule and conduct staff meetings
- Resolve personnel issues
- Serve as a liaison between staff and the Board of Directors
- Generate and issue policy and information memos to staff
- Routinely review the Employee Handbook and incorporate changes if needed
- The CEO shall serve as a community liaison to:
- Provide presentations and information regarding the VTC goals and objectives, its programs and services
- Maintain contact with community organizations and public agencies, which provide services and/or funds to programs servicing Veterans and/or their families
- Represent the VTC on committees, boards, panels, commissions, councils and other appropriate bodies
- Make presentations at public gatherings (i.e., conferences, workshops, seminars, meetings and hearings)
- Participate in community service projects and demonstration projects to make the community aware of VTC services and resources
- Foster collaborative efforts
