Public Works achieves this through six major operating divisions Administration, Engineering, Survey, Development Services, Heavy Equipment Shop and Operations/Roads. THE POSITION

Under direction of the Public Works Director with limited supervision the Deputy Director will assist in planning and directing the activities of the Public Works Development Services Division, which provides design standards, encroachment and transportation permits, off-site development standards, inspections, stormwater mandate enforcement, flood control responsibilities for the county, traffic studies and traffic control plan checks.

Typical Tasks

• Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department;
• Develops and implements policies, programs, practices, and procedures for the Operations group maintaining those facilities;
• Conducts special studies as needed and evaluates the effectiveness and efficiency of department operations, including the establishment of short- and long-term priorities to meet departmental goals;
• Directs and provides oversight of activities of department supervisors and staff, including assignment of workload and work schedules.
• Oversees the Traffic Engineering Division, which handles traffic signals, signs, and parking management. Traffic Engineering staff collects and analyzes traffic collision, traffic volume, and speed data and conducts various traffic engineering studies and analyses.
• Supervisory duties including, but not limited to, instruction, mentoring, review and planning of work, maintaining standards, coordination of activities, allocation of personnel, interviewing and selecting new employees, administration and/or resolution of employee issues and problems, approval of employee performance evaluations, position control, discipline actions, and discharges;
• Provides consultant oversight, coordinates and chairs assigned committees, coordinates and prepares board agenda items, attends/participates in Project Development Team Meetings, and coordinates agreements between agencies;
• Performs related duties as required.

KNOWLEDGE

• Administration and Management:
  Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources;
• Design:
  Knowledge of design techniques, tools, and principles involved in the production of precision technical plans, blueprints, drawings, and models;
• Building and Construction:
  Knowledge of materials, methods, and the tools involved in the construction or repair of structures such as highways and roads;
• Law and Government:
  Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
