Extensions: Two (2) additional 12-month renewal options
Role Overview
Reporting to the Director, Major Program Delivery, the Project Manager will manage full lifecycle delivery across scope, schedule, and budget. A key focus of this role is financial forecasting, cost control, variance tracking, performance reporting , and ensuring major programs are delivered with strong governance and predictability.
Key Responsibilities
Lead full project lifecycle delivery, managing scope, schedule, and budget
Build and manage integrated project plans across cross-functional teams
Develop financial forecasts, track budgets, analyze variances, and report performance
Support governance reviews, compliance audits, and program assurance activities
Drive continuous improvement through lessons learned and best practices
Track contractual milestones and deliverable acceptance tied to funding release
Manage Change & Decision Requests (CR/DR) and ensure proper approvals
Audit and maintain RAAIDD logs to ensure governance compliance
Education & Certification
Bachelor’s degree in Business, Finance, Engineering, or related discipline
Experience
7–10 years delivering large-scale technology projects and programs
Proven experience leading end-to-end planning, execution, and financial oversight
Advanced expertise in financial forecasting, budget management, cost control, and variance analysis
Experience establishing or improving governance frameworks, reporting models, and delivery controls
Experience working within a PMO environment
Experience supporting Agile or SAFe delivery models
Experience working in regulated, public-sector, or large enterprise environments
Technical & Leadership Skills
Advanced proficiency in MS Project (schedule baselining, tracking, optimization)
Strong financial modeling and Excel analysis capabilities
Experience preparing executive-level dashboards and decision-ready reports
Ability to manage multiple concurrent work streams with competing priorities
Strong stakeholder engagement skills with senior leaders and cross-functional teams
Demonstrated ability to operate autonomously in complex, fast-paced environments
