Overview

The Utility Services Technician performs skilled and semi-skilled work related to the operation and maintenance of the Water, Sewer and Storm Utilities in the City of Monona. The primary job function of this position is serving as a utility systems technician. Other job functions include assisting the public works streets division with snow and ice control, and other miscellaneous duties as needed or assigned.

Responsibilities
  • Assist with the operations and maintenance of a groundwater distribution system, which includes the wells and booster pumps, generators, fire hydrants, water mains and services, chemical feed pumps, water towers, and pump house facilities.
  • Operate and maintain the sanitary sewer system, which includes inspecting and maintaining the lift station pumps and pump facilities, and assisting with cleaning manholes and pump house wet wells.
  • Assist with scheduling the annual collection system maintenance and cleaning, and review the reports and video tape to determine maintenance needs.
  • Occasionally enter confined spaces and climb water towers to perform general maintenance.
  • Assist with completing Diggers Hotline locates as needed.
  • Read blue prints and schematics and perform minor maintenance on pumps, motors, valves, chemical feed systems, electrical controls, generators, vehicles and other related equipment.
  • Monitor the SCADA system for the water, sewer, and storm systems and troubleshoot problems that may arise.
  • Monitor chemical feed rates and residuals, and collect water distribution samples as required by the WDNR.
  • Install, repair, test, and read water meters.
  • Keep daily records of the water distribution system and collection system as well as perform calculations and data entry.
  • Operate and maintain various pieces of equipment such as dump truck, loader, excavator, snow plow, tractor, air compressor, utility trucks, and power tools.
  • Participate in the after-hours on-call rotation for the utilities division (one on-call week and weekend every 7 weeks and 1 rotating holiday per year).
  • While on-call, respond to SCADA alarms and emergencies as needed and required.
  • Assist the streets division with snow and ice control during the normal work day and after hours as needed.
  • Perform all work functions in an efficient manner while maintaining the highest quality service possible, and while following proper procedures for workplace safety.
  • Perform any other related duties that are not listed here that may be required for this position, or as assigned.
Qualifications
  • A high school diploma or GED.
  • Experience in the water, wastewater, or public works fields is desired, but not required.
  • Must possess a valid driver's license and have a valid Wisconsin CDL or the ability to obtain one within one (1) year of hire date; must maintain these licenses for the course of employment.
  • Must possess WDNR water system certification subclass G-groundwater and D-distribution or have the ability to obtain certifications within one (1) year of hire date.
  • When on call, must be able to arrive on site within 45 minutes of notification for all utility emergencies.
  • Must pass a post-employment-offer drug screen, physical, and background check.
  • Must have knowledge of and experience in operating medium duty equipment, power tools, and specialized equipment typically found in the water and sewer industry
  • Must be able to work scheduled overtime on weekends and holidays
  • Must be able to respond to after-hours emergencies including, but not limited to, water main breaks, service leaks, water well and lift station alarms, and snow plowing
  • Ability to perform basic math functions
  • Snow removal experience desirable
  • Must be able to carry a City-provided cell phone while on duty and while on call rotation
  • Ability to pass random drug testing per City policy
  • Ability to communicate in a professional manner at all times while conducting City business
  • Basic computer skills and knowledge of Microsoft Word and Excel, and experience with or ability to learn SCADA electronic control system
Minimum Physical Abilities
  • Gross motor and fine manipulation skills in order to operate and use hand tools, motorized vehicles and equipment.
  • Ability to walk and stand for long periods of time and alternate between sitting and standing.
  • Ability to work in outdoor settings and in poor/extreme weather conditions, including extreme heat and cold, rain, snow, and wind.
  • Ability to lift loads up to 50 pounds.
  • Ability to reach, stoop, crouch, and kneel.
  • Ability to climb ladders and water towers and to enter confined spaces.
  • Ability to see details at close range (within a few feet of the observer).
  • Ability to keyboard to use a computer, phone, and tablet.
