Position: Budget Analyst.

Duties

  • Performs a full range of budgetary duties associated with planning, programming, budgeting, and execution of assigned programs.
  • Provides authoritative and accurate guidance, assistance, analysis, evaluation, interpretation and support on all financial management to the, organizational leaders, supervisors and support staff.
  • Monitors and evaluates execution for assigned programs to ensure funds are executed in accordance with approved operating budgets and other financial requirements.
  • Assists in projecting and tracking obligations and expenditures within organization throughout the execution phase of the annual operating budget.
  • Verifies and ensures requirements included in budgets are consistent with organization's mission and requirements.
  • Analyzes and summarizes historical data to identify trends and assess funding requirements.
  • Prepares data summaries for inclusion in routine and special reports on budget execution.
Requirements Conditions of employment
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Financial Management Level 2 Certified designated position. Selectee must meet position requirements for certification within 24 months as of entrance on duty.
  • The duties of this position may require occasional TDY travel.
  • Position is designated as Non-Sensitive-No access is required.

Specialized Experience

One year of specialized experience which includes: 1.) Reviewing and consolidating budget estimates or financial plans for programs; 2.) Conducting analyses to identify funding trends and anticipate funding needs; AND 3.)Using automated financial system(s) or computer-generated products to accomplish budgeting assignments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of

Education and Experience

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
