Administer all aspects of transportation permitting processes for the Road Commission. Accomplish all office functions for residential driveway permitting. Receive, review, and process all other permitting issues for work in the road rights-of-ways directly or in conjunction with other engineering staff. Perform office technician project construction documentation record keeping. Generate and/or assist with clerical duties for: correspondence, reports, forms, resolutions, traffic orders, easements, abandonments, contracts, agreements, etc.

Assist with a variety of departmental scanning, filing, record keeping activities, and routine closing of files for completed projects.

Duties and Responsiblities:
  • Receive, review, and process all overweight and/or oversize transportation permits. Review axle weights and routes to be used and issue approved permits. Coordinate super loads with bridge engineer, coordinate large oversize/building moves with traffic & safety engineer.
  • Receive, review, and process all annual blanket and cab card transportation permit applications.
  • Receive, review, and process residential driveway and frontage tile applications and issue permits for access to county roads. Work in conjunction with survey for driveway drainage requirements.
  • Receive, review, and process commercial and public utility permits. Inspect projects related to permit utility improvements such as gas, water, sewer, telephone, electric cable, etc. within the public right-of-way.
  • Prepare invoices and account receivable payments for applications and permits. Coordinate and work with Accounts Receivable personnel regarding permit billings.
  • Receive, review and process all other permits including road closures, special haul route permits and other miscellaneous permit applications. Work with traffic & safety engineer on closure detour routes and signing. Notify required parties for road closures in conjunction with work performed by utilities, drain commission, road commission, railroads, etc.
  • Provide assistance to developers, contractors and the general public. Answer incoming calls to the Engineering Department and answer questions or direct the questions to appropriate staff members or departments, as needed.
  • Maintain insurance certificate files for required liability insurance necessary for issuance of permits. Enter information into permits system.
  • Receive, log, and distribute incoming; site plan, subdivision, and utility plan submittals to engineering staff. Maintain database of site plan, subdivision, and utility plan submittals.
  • Perform office technician project construction documentation record keeping utilizing Michigan Depart of Transportation Field Manager and Project Wise software application. Generate and/or assist with clerical duties for; correspondence, reports, forms, resolutions, traffic orders, easements, abandonments, contracts, agreements, etc. with engineering staff.
  • Type, assemble, and distribute requests for proposals to various engineering firms for consulting services. Assist proposal review process, prepare tabulations, etc. when needed.
  • Process service requests pertaining to Engineering Department concerning drainage, developments, signage, traffic signals, etc.
  • Assist with a variety of departmental; scanning, filing, and record keeping activities. Assist in routine closing of files for completed commercial projects and construction projects.
  • May be required to attend meetings with contractors, such as; pre-construction conferences, progress meetings, job conferences, and other project related meetings. Prepare and circulate copies of minutes thereof.
  • Inventory, order, and supply standard office supplies for the department. Call for office equipment repairs when necessary.
  • Attends meetings as required
  • Carries out such other duties as directed by the County Highway Engineer or his/her designee.
  • Performs other duties as required to ensure smooth operation of the department.
Education and Experience:
  • Associates degree from an accredited college or university and one (1) years related experience.
License(s) and Certification(s):
  • Valid driver’s license to operate vehicles in Michigan
