General Statement
The Deputy Tax Collector, under general supervision, performs duties as outlined in the General Statutes in the collection of County taxes and delinquent utility accounts. Work also involves assisting the general public, lawyers, banks, mortgage companies, social services agencies and other related organizations in obtaining necessary tax information while being tactful and courteous. Employee is responsible for considerable data entry work while performing research on taxpayer accounts.
Employee must exercise independent judgment and initiative in a wide variety of collection activities.
- Prepares correspondence, reports, forms, statements, manuscripts and other materials for distribution.
- Files and retrieves materials based on considerable knowledge of Tax Administration program; researches various files or records, as necessary, to obtain and compile data.
- Assists public, attorneys, and paralegals in obtaining information.
- Contacts delinquent taxpayers by phone or field visit when necessary.
- Sets and monitors payment arrangement as appropriate in accordance with office policies.
- Enforces the collection of delinquent taxes through phone calls, collection notices, attachment of bank accounts, garnishment of wages, debt setoff, rent attachments or other compensation in order to satisfy liens.
- Performs skip tracing procedures to facilitate the collection of delinquent accounts.
- Prepares outgoing mail as necessary.
- Pursues collection of delinquent tax and utility accounts.
- Assists taxpayers with inquiries regarding tax payments, responds to questions, or refers taxpayer to appropriate officials; calculates payment plans for delinquent taxpayers; collects and posts tax payments; prepares receipts for payment.
- Performs other related duties as assigned.
Education And Experience:
High School Diploma or an acceptable equivalency diploma (GED), supplemented by special training in customer service and minimum three (3) years of collections or tax related experience.
Licenses OrCertifications:
Possession of Fundamentals of Tax Collections from the Institute of Government or the ability to obtain within two (2) years of employment.
PREFERRED QUALIFICATIONSEducation and Experience:
Associate’s degree and five (5) years of tax collections experience.
Licenses OrCertifications:
Certified Assistant or Deputy Tax Collector by the North Carolina Tax Collector’s Association, or the ability to obtain certification within 24 months.
Supplemental Information PHYSICAL DEMANDSMust be physically able to operate a variety of machinery and equipment including computers, copiers, printers, facsimile machines, -, calculators, etc. Must be able to exert up to 30 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are for Light Work.
