Job Overview

The Assistant Emergency Management Coordinator, under general supervision, performs administrative and field operational work in preparedness, mitigation, response and recovery for emergency or disaster situations. Work includes developing and maintaining various emergency management plans, coordinating and managing emergency and disaster situations, coordinating efforts in the Emergency Operations Center, planning and coordinating disaster mitigation, and working with local, state, and federal agencies during disasters.

The employee is responsible for various emergency management programs and activities.

Responsibilities
  • Assists the Director and Assistant Director with operational readiness, preparation, implementation and evaluation of various emergency management plans and the development of new programs, policies and procedures.
  • Assists with maintaining the Emergency Operations Center (EOC) and coordinates disaster responses with local governments, school systems, industries, Red Cross and partner agencies to ensure adequate facilities for shelter.
  • Assists the Local Disaster Recovery Manager with reimbursement activities for recouping costs after a disaster.
  • Stays updated of evolving threats and risks and advises leadership as needed.
  • Prepares and documents industry surveys, inspections and incident responses/activities for local, state and federal agencies as needed.
  • Answers inquiries from the public concerning emergency plans and procedures.
  • Contributes to the administrative workload of the office and co-workers; identifies and develops databases, spreadsheets and other records; prepares charts and graphs and technical reports as needed.
  • Provides customer service requiring considerable knowledge of the department's services, regulations and procedures; answers questions based on program and technical knowledge; resolves problems or complaints without management assistance.
  • Identifies budgetary needs for the department.
  • Handles confidential or sensitive technical information in an appropriate manner.
  • Investigates spills, releases, and threats to the environment and notifies the appropriate agencies of needed actions, and interprets a variety of regulations, statutes, and standards pertaining to emergency management or hazardous materials.
  • Assists with the county’s radiological program and activities for the Catawba and McGuire Nuclear Power Stations.
  • Maintains proficiency in the use of various software applications used for resource requests, GIS mapping, damage assessment, asset management, weather, and incident management.
  • Performs various logistical duties for maintaining fleet and equipment readiness including operating forklifts, trucks, trailers or other equipment used for emergent and non-emergency deployments.
  • Assists with the design and implementation of drills, exercises, training.
  • Drafts incident action plans and after action reviews and other associated documentation related to incident response and planned/non-planned events.
  • Performs related duties as required.
Minimum Qualifications
  • Education and Experience: Bachelor’s Degree, and two (2) years of experience, education, credentialing, and training in disaster and emergency management, emergency services (fire department, law enforcement, EMS, emergency management, 911); or equivalent combination of education and experience.

    Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy. Current National Incident Management System (NIMS) training courses (IS Level, 100, 200, 300*, 400*, 700, 800, 2200, and 2901).
    * Possession of or ability to obtain IS-300 and IS-400 within 6 months of employment.
  • Special Requirements: Must be available for periodic assignments after normal work hours including nights, weekends and holidays; travel during periodic emergencies and/or disasters. Must be able to attend training classes and public education programs as necessary.

  • Education and Experience: Master’s degree in Emergency Management, Homeland Security, Public Administration or equivalent field of study.
