Qualifications
General Statement The Real Estate Appraiser III, under general supervision, performs technical work in appraising residential zoned land, residential buildings, and multifamily and other real property improvements for tax appraisal purposes. Work involves contacting property owners; sketching layouts of structures; and determining the size, type of construction, structural elements, grade of materials, quality of workmanship and other related appraisal data needed to arrive at the taxable value.
Employee is also responsible for valuing residential land by determining highest and best use and considering influences such as road frontage, size, shape, topography, access and location. Assist in the preparation of reports and maps for quality control and statistical analysis using various reporting and geographical information software. In revaluation years works as an integral part of the appraisal team in the planning and implementation of countywide revaluation.
Establishes cost schedule for residential improvements and land values for residential zoning for revaluation. Employee must exercise initiative and independent judgment in ensuring proper application of established policies and procedures to individual appraisal cases. Employee must also exercise tact, courtesy and firmness in frequent contact with property owners, other departments, and the general public. Work is guided by the North Carolina Machinery Act and the generally accepted rules and procedures of real property appraisal.
We are seeking a motivated and detail-oriented professional to join our appraisal team. The ideal candidate will have extensive experience in commercial property appraisal and a strong understanding of market analysis, valuation techniques, and regulatory standards. While our preference is to hire at the Appraiser III level, we are open to considering applicants at the Appraiser I or II level depending on education, certifications, and relevant experience.
Key Responsibilities- Conduct appraisals of commercial and other property types for assessment and valuation purposes.
- Analyze market data, sales, income, and cost information to determine accurate property values.
- Prepare detailed appraisal reports and support valuation conclusions with appropriate documentation.
- Collaborate with property owners, stakeholders, and internal teams to explain valuation methods and outcomes.
- Stay current with industry standards, appraisal methodologies, and applicable regulations.
- Appraiser III:
Extensive experience in commercial (ad valorem, preferred) property appraisal, relevant certifications, and advanced knowledge of complex valuation assignments. - Appraiser II:
Intermediate appraisal experience with demonstrated ability to handle moderately complex valuation work. - Appraiser I:
Entry-level appraisal experience, education in property valuation or related field, and willingness to pursue professional development and certification.
- Appraise residential vacant land and improvements during the countywide revaluation at market value.
- Compile, verify, and analyze data extracted from the market concerning building costs and sales for all appraisal approaches to value.
- Appraise residential land and improvements at market value.
- Appraise some commercial land and improvements at market value as necessary.
- Establish base residential land values and cost schedules for residential improvements for revaluation.
- Analyze market data for improved and vacant residential property.
- Review appraisal records for accuracy and equity.
- Assist in measuring, listing and assessing new commercial structures and improvements, including offices, warehouses, retail buildings, banks, paving, etc. as requested.
- Measure, list, and assess new residential dwellings and improvements, including detached garages, decks, porches, pools, pool houses, patios, outbuildings, etc.
- Sketch layouts of structures and determine size, type of construction, structural elements, grade of materials.
