Utility Technician Supervisor – the role performs professional and technical work in Water & Wastewater Operations. Work involves performing and overseeing a crew performing maintenance including mowing and operating various types of heavy equipment and pumps.

Responsibilities
  • Install and repair water/sewer taps, emergency and routine system repairs, read/ install/ troubleshoot/ repair meters, locate sewer/water lines, flush and maintain fire hydrants, exercise valves, maintain/repair/clean sewer lines, and utility right‑of‑ways.
  • Perform preventative maintenance and ensure all safety policies and procedures are followed.
  • Monitor employee performance to determine compliance with operating and safety standards.
  • Implement work activities in accordance with priorities.
  • Utilize proper safety precautions related to all work performed, participate in safety meetings, and ensure safety training for assigned staff is completed as required.
  • Provide training on required safety procedures in accordance with County and OSHA policies.
  • Inspect and perform basic preventative maintenance checks and services on county operated vehicles; assist supervisor with monthly inspection of vehicles.
  • Exercise judgment in areas of responsibility; identify problems and situations as they occur.
  • Document work performed, parts used, and job‑related assessments; identify equipment needs for each assigned project, requisition maintenance supplies, materials and equipment.
  • Supervise and train personnel in industry specific hardware and proficient operation of tools and construction related equipment necessary to perform the job.
  • Operate and repair equipment including vehicles, trucks, backhoes, excavators, wheel loaders, skid steers, tractors, power tools and other equipment.
  • Maintain facility to meet regulations set forth by NCDEQ as necessary.
  • Perform work in emergency situations as required.
  • Maintain records related to time expended against job order and prepare job reports for submission in the work order management system.
  • Review citizen concerns and billing problems; coordinate with Billing and Customer Service as necessary to resolve.
  • Control the delivery of water and wastewater throughout the distribution system.
  • Monitor system operation during the workday and at night via the SCADA system; maintain pump/booster stations, water towers and associated equipment; perform basic electrical repairs and computer monitoring.
  • Supervise the maintenance of water/sewer lines and appurtenances; maintain and clean water/sewer lines ensuring proper system operation; maintain water/sewer right‑of‑ways including mowing and inspections; perform CCTV inspections on new construction sewer lines; maintain pump stations, manholes, CCTV equipment, etc.
  • Install and repair fire hydrants.
  • Oversee rapid response to customer calls and complaints; operate Closed Circuit Television (CCTV) inspection equipment and vacuum/hydraulic jetting equipment.
  • Perform water service connects and disconnects for service activation and deactivation, repairs, emergencies, and illegal or unauthorized water usage; post shut‑off notices at customers' residences; terminate service of unpaid delinquent accounts; lock and pull meters with appropriate security devices.
  • Work with hazardous materials such as chlorine to sanitize new lines.
  • Perform complex field service investigations for Billing and Customer Service departments involving possible tampering cross connections, and illegal idlers that require extensive research, documentation, and communication.
  • Record meter readings and meter numbers accurately.
  • Install new meters, repair, replace existing meters, meter boxes, vaults and lids when necessitated by leaks, complaints, erroneous readings, new construction, and exchanging meters.
  • Test, repair, and troubleshoot water meters to ensure accurate operation; check for leaks and broken meters; repair leak in mains, service lines, meter boxes and vaults; raise and lower meter boxes, vaults, and service lines.
