Job DetailsWe are seeking a dynamic and experienced Permanent Local Disaster Recovery Manager to join our team within the government sector. This is a critical role that will focus on planning, coordinating, and managing disaster recovery efforts in the aftermath of natural and man‑made disasters. The successful candidate will have a deep understanding of the Federal Emergency Management Agency (FEMA), Community Development Block Grant (CDBG), Hazard Mitigation Grant Program (HMGP), and the American Rescue Plan Act.
This role requires a strategic thinker with a strong knowledge of land use planning processes and the ability to manage funding and grant money effectively.
- Develop and implement comprehensive disaster recovery and mitigation plans in accordance with federal, state, and local regulations.
- Coordinate with FEMA, CDBG, HMGP, and other relevant agencies to ensure maximum utilization of disaster recovery funds.
- Manage the application and administration of grant funds, including tracking and reporting on grant expenditures and outcomes.
- Develop and maintain strong relationships with local, state, and federal agencies, non‑profit organizations, and community groups to facilitate effective disaster recovery efforts.
- Provide expert advice and guidance on land use planning and its application to disaster recovery.
- Oversee the distribution and management of funds from the American Rescue Plan Act to support disaster recovery initiatives.
- Conduct regular training and awareness sessions for local officials and community members on disaster preparedness and recovery.
- Monitor and evaluate the effectiveness of disaster recovery programs and initiatives, making recommendations for improvements as necessary.
- Ensure compliance with all relevant laws, regulations, and policies related to disaster recovery and mitigation.
- A minimum of 5 years of experience in disaster recovery management, preferably within the government sector.
- Extensive knowledge of FEMA, CDBG, HMGP, and the American Rescue Plan Act.
- Demonstrated experience in managing funding and grant money.
- Basic knowledge of the land use planning process and its application to disaster recovery.
- Proven ability to develop and implement comprehensive disaster recovery and mitigation plans.
- Strong leadership skills with the ability to coordinate and manage diverse teams.
- Excellent communication and interpersonal skills, with the ability to build strong relationships with a range of stakeholders.
- Bachelor's degree in Emergency Management, Public Administration, Urban Planning, or a related field is preferred.
- Certification in Emergency Management or a related field is a plus.
- Ability to work under pressure and make decisions in challenging situations.
- Strong problem‑solving skills and the ability to think strategically and analytically.
