The City of Monroe is seeking a motivated and detail-oriented finance professional to join our team as a Finance Manager – OR – Deputy Finance Director
, depending on qualifications. This position supports the financial integrity and long-term fiscal sustainability of the City by contributing to budgeting, accounting, investments, treasury management, financial reporting, and compliance with Washington State BARS requirements.
This recruitment provides an opportunity for advancement, as candidates with higher-level strategic and executive-level municipal finance experience may be considered for hire at the Deputy Finance Director level. Applicants with strong technical accounting skills, municipal operational experience, and supervisory capability may be considered for the Finance Manager level.

Finance Manager – Operational FocusThe Finance Manager oversees daily financial operations, supervises staff, conducts complex reconciliations, and performs advanced technical accounting work. This role ensures accuracy, compliance, and effective financial operations across multiple City funds and functional areas. The annual salary for the Finance Manager is $127,968 – $165,384
, with a monthly range of $10,664 – $13,782
.
- Supervises daily Finance staff activities including utility billing, payroll, AP/AR, and customer service.
- Ensures accuracy of the General Ledger and proper BARS coding; performs extensive monthly reconciliations (bank accounts, utility billing, receivables, permitting, seizure funds).
- Manages fixed assets and small & attractive items inventory; provides backup to payroll.
- Monitors activity within Internal Service Funds and restricted funds and reports variances or compliance concerns to Director.
- Compiles departmental budget data, prepares supporting schedules and validates financial accuracy for budget and financial reporting documents.
- Maintains audit trails for State Auditor review and administers Finance record retention/destruction.
- Provides advanced accounting support to departments. Provides state and federal grant administration and reimbursement support.
- Attends Council meetings as needed.
- Bachelor’s degree in Accounting or Business Administration.
- Six years of progressively responsible governmental accounting experience OR equivalent combination of education and experience.
- Must pass credit verification to be bondable.
The Deputy Finance Director serves as the department’s second-in-command, providing citywide financial leadership, directing strategic initiatives, overseeing long-range financial planning, managing investments and treasury functions, and acting for the Finance Director during absences. This role includes department-wide leadership and advanced policy, analytical, and interdepartmental coordination work. The annual salary for the Deputy Finance Director is $143,448 – $185,400
, with a monthly salary range of $11,954 – $15,450
.
- Develops and recommends citywide financial strategies, policies and departmental leadership under BARS and cash-basis accounting.
- Leads biennial budget development, long-range financial planning, and revenue forecasting aligned with strategic priorities.
- Prepares multi-year financial models, scenario analyses, and sustainability studies for executive and Council use.
- Directs treasury operations, cash flow management, investments, and complex reconciliations, including liquidity management and safeguarding public funds.
- Coordinates State and Federal audits and ensures compliance with BARS standards.
- Supervises and mentors Finance staff at a higher strategic level; participates in hiring, performance evaluations, and leadership development.
- Serves as financial liaison for grants, bonds, capital projects, debt issuance and management.
- Acts as Finance Director in their absence, including presenting to City Council and representing the department externally.
- Bachelor’s degree in Accounting, Finance, or Business Administration.
- Eight years of progressively responsible governmental finance experience, including at least three years in a supervisory or management role.
- Strong knowledge of Washington State BARS and cash-basis accounting.
- CPA or equivalent credential preferred.
- Must pass credit verification to be bondable.
