INTERNAL TO CURRENT STATE EMPLOYEES ONLY This position is eligible for telework, and OSHR is currently offering a three-day in and two days remote hybrid schedule.
RECRUITMENT RANGE: $55,221-$75,000
The Total Rewards Division is comprised of two sections, Classification & Compensation, and Pay & Leave Administration.
The Division is responsible for the administration of classification, compensation, pay, and leave administration-related programs and policies for North Carolina state government.
This includes the development, communication, administration, and training of modern strategies and efficient tools that enable agencies and universities to competitively attract, retain, and motivate talented staff.
What You’ll Do In this dynamic role, you will support our Classification & Compensation team in ensuring consistency, fairness, and clarity in how jobs are defined and compensated across State government. Your responsibilities will span five key areas:
Classification Specification Development
• Assist senior consultants in researching, drafting, and revising job classification specifications, including required knowledge, skills, abilities, and experience.
• Prepare and format documentation for submission to the State Human Resources Commission and the Governor’s Office.
• Ensure updates are communicated across all HR systems and stakeholders and posted to the OSHR website.
Classification & Compensation Studies
• Conduct and support complex job/classification studies across agencies and job families.
• Analyze position data, market trends, and agency feedback to inform role definitions and salary alignment.
• Support monthly monitoring, job placement reviews, and contribute to internal documentation standards.
Training Administration
• Deliver and support training on classification and compensation topics such as Desk Audits and Introduction to Classification.
• Manage the training lifecycle: scheduling, registration, attendance, Learning Management System (LMS) updates, and post-training evaluations.
• Partner with HR leaders to expand knowledge across the State HR community.
Tools and Resource Support
• Maintain and enhance forms, templates, and digital resources using platforms like SharePoint and Smartsheet.
• Coordinate responses to compensation-related surveys from internal and external partners.
Special Projects & Administrative Support
• Collaborate on cross-functional projects, including meeting coordination, documentation, and project planning support.
** Knowledge
Skills and Abilities
/Management Preferences
*** Working knowledge of the Integrated HR-Payroll system (formally known as BEACON) and other related HR systems and applications (e.g., Market Pay, SharePoint, Smartsheet, and Workday).
* Ability to handle confidential matters with sensitivity, tact, and discretion.
* Demonstrated proficiency with MS Office (Excel, PowerPoint, Word, and Outlook).
* Demonstrated clear and effective written/verbal communication, presentation, and interpersonal skills that convey customer service excellence for internal and external constituents.
* Capability to understand and implement the administration of classification and compensation programs, along with their associated policies and procedures.
* Working knowledge of NC state government policies and practices regarding classification and compensation
* Related HR experience in governmental operations.
