Job Summary

Oregon State University Human Resources is seeking a Senior Employee & Labor Relations Officer. This is a full-time (1.0 FTE), 12-month, professional faculty position.

This position serves as a subject matter expert for employee and labor relation matters pertaining to represented academic faculty, graduate assistants, sworn police officers, and classified employees, and unrepresented professional faculty. Responsible for the development, implementation, training, and management of employee and labor relation matters pertaining to the assigned employee populations.

Key Responsibilities
  • 1. Serves as a subject matter expert for employee and labor relation matters pertaining to represented academic faculty, graduate assistants, sworn police officers, and classified employees, and unrepresented professional faculty.
  • 2. Key fact-finder in represented academic faculty, graduate assistant, sworn police officer, and classified employees, as well as unrepresented professional faculty, performance and/or departmental compliance.
  • 3. Measures the conduct or report against university policy, known best practices, processes, departmental policies, procedures, rules, laws, collective bargaining agreements and other measures.
  • 4. Responsible for the development, implementation, training, and management of employee and labor relation matters pertaining to the assigned employee populations.
  • 5. This position develops, evaluates, and implements objectives and priorities for personnel programs, policies, and procedures to address new or revised regulations, internal operational needs and controls, and budgetary and programmatic changes to management issues.
  • 6. Recommends resolutions to leadership that are consistent with past practice and reflective of the level of the finding, if any, and of the incident or conduct.
  • 7. Provides expert consultation, advice, and problem‑solves with managers and employees on topics related to unrepresented professional faculty, and represented academic faculty, graduate assistants, sworn police officers, and classified employees.
Qualifications

Required Qualifications
  • Requires Bachelor's degree in Human Resources Management, Industrial Relations, Business Administration or related field, and four years of professional level Human Resources administrative experience.

  • Experience working in an environment which includes a union represented workforce.
  • Must demonstrate a commitment to anticipating, understanding, and responding to customer needs, whether in person, by telephone, or email, in a positive, confidential, and sensitive manner.
  • Flexibility, adaptability and a willingness to contribute to the success of the team or department goals.
  • Strong written and oral communication skills.
  • Prior experience or strong transferable skills in coaching supervisors/employees on performance management matters.
  • Ability to analyze complex and sensitive issues and situations, identify alternative solutions, forecast consequences of proposed actions, and implement effective course of action.
  • Ability to research, evaluate and analyze complex or conflicting data/information, develop valid conclusions and recommendations, and prepare clear and concise written reports on subject matter.
  • Effectiveness in collaborating and building relationships with key stakeholders.
  • Demonstrated commitment to inclusiveness, collaboration and teamwork across organizational levels and boundaries.
  • Demonstrated ability to work independently and resolve problems
Working Conditions/Schedule

Work is done in an office environment. Hybrid work options are available at the discretion of management, but it is expected that the position will be onsite at least three days a week.

Salary Range

$91,000 - $110,000
