POSITION OVERVIEW

STi is seeking a Work Packaging & Control Support professional to support Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) as it establishes NAVSHIPYD & IMF DET GUAM. This mid‑level (7+ years) role sits at the center of waterfront execution—ensuring non‑nuclear task packages are complete, accurate, ready for issue, and auditable so production shops can execute work efficiently during shipyard availabilities.

This position is not a testing authority role. Instead, you’ll focus on the “production package” side of the house: assembling and controlling TGIs/JOs into executable packages, confirming required documentation is included, coordinating with planning/material/QA/shops to close gaps, and supporting release and closeout/certification workflows.

PRIMARY DUTIES AND RESPONSIBILITIES
  • Assemble, package, and control work documents for execution: compile Task Group Instructions (TGIs), Job Orders (JOs), and supporting attachments into clear, production‑ready task packages.
  • Release and certify TGIs/JOs grouped into task packages in direct support of the work execution phase of a project (per Government workflow and approvals).
  • Ensure “Ready for Issue” completeness by verifying packages contain the right technical references (drawings/spec excerpts/procedures), required QA documentation/hold points, and any applicable execution notes needed by the shop.
  • Coordinate with Planning/Project Teams/Technical Codes/QA/Production Shops to resolve package gaps (missing references, unclear instructions, misaligned scope, incomplete attachments, etc.).
  • Track and coordinate material, special tools, and equipment readiness—ensuring packages align with schedule milestones and execution windows.
  • Compile and coordinate packaging of TGIs/JOs and supporting documentation so work can be issued without preventable delays.
  • Perform post‑completion package reviews: validate documentation quality, ensure required closeout artifacts are present, and support certification/turnover activities as required.
  • Maintain disciplined document control and traceability practices to support shipyard auditability and configuration integrity in a high‑tempo waterfront environment.
  • Communicate package status, risks, and impediments to Government stakeholders and provide recommendations for resolution (for Government review/approval).

    Note:

    All contractor‑prepared recommendations/documents are subject to Government Technical Lead review and approval prior to issuance.
MINIMUM QUALIFICATIONS
  • U.S. Citizenship required
  • Active Secret security clearance required (minimum)
  • 7+ years of relevant experience in a controlled environment (e.g., SUBSAFE, DSS‑SOC, FBW SCS and/or Level I) supporting shipyard/waterfront availabilities in work packaging, production control, planning support, or ship maintenance documentation roles
  • Demonstrated experience assembling/controlling work packages (e.g., TGIs/JOs or comparable shipyard tasking documents) for execution and closeout
  • Strong ability to read/interpret technical documentation (drawings, procedures, specifications) and translate it into clear, executable, auditable work packages
  • Proven coordination across cross‑functional teams (planning, production shops, QA, material, engineering/tech codes) in schedule‑driven environments
  • Working knowledge of MS Office (Excel, Word, Outlook)
PREFERRED QUALIFICATIONS
  • Submarine availability experience or complex HM&E maintenance environment exposure
