Position Information
Open Competitive recruitment for an Intermediate Payroll Technician. Employees will work 8 hours a day, 5 days a week, for twelve months per school year. Candidates must submit proof of all required documents to qualify for the recruitment process.
Eligible candidates will be placed on an eligibility list valid for six months from approval by the Personnel Commission.
General PurposeUnder general supervision, the technician performs a variety of advanced technical support functions related to the District’s payroll to ensure timely, accurate payment of District employees, and performs related duties as assigned.
Distinguishing CharacteristicsIntermediate Payroll Technicians perform complex payroll and related accounting processing, reconciliation, verification, and reporting duties in accordance with legal requirements and sound financial management principles.
- An Intermediate Payroll Technician focuses on payroll processing and records maintenance requiring broad knowledge of federal and State rules, Board of Education policies, Personnel Commission laws, and District policies, whereas a Senior Payroll Technician serves in a lead capacity and acts as a resource to all payroll staff.
- They must maintain the security and confidentiality of payroll information and possess strong interpersonal skills in dealing with District employees.
- Verifies, audits, edits, and initiates processing of assigned portions of the District’s payroll.
- Receives and reviews employee timecards; calculates rate of pay and total hours worked; ensures account numbers are appropriate and correct.
- Identifies and works with appropriate departments or supervisors to resolve time reporting, funding, and coding discrepancies.
- Ensures timekeeping data has been accurately entered in the payroll system; enters corrections, adjustments, pro‑ratings, and overrides as required.
- Calculates and inputs annual salaries and salary increase amounts based on step increases, classification changes, and changes in hours or extended illness.
- Generates, reviews, and reconciles payroll reports to ensure accuracy and completeness of payroll, earnings, deductions, and warrants; balances payroll totals; transmits payroll files to the County Office of Education.
- Establishes and maintains payroll records; verifies and validates employee salary deductions and tax information; audits and corrects records as necessary.
- Keeps abreast of changes in federal and State rules and regulations; updates and maintains payroll codes, retirement rates, and tax changes; ensures compliance with payroll taxes and garnishments.
- Interprets payroll policies and procedures; provides accurate information to management and employees; researches inquiries and provides information for budget purposes.
- Distributes and receives time‑keeping forms; compiles batch time sheets for input into the payroll system; reviews and edits reports for accuracy.
- Checks employee status for assignment type and makes changes to employee pay status for promotions, reclassifications, separations, leave benefits, and other changes.
- Prepares schedules and salary adjustments; calculates correct pay and processes voluntary or involuntary deductions.
- Verifies and edits records for long‑term absences, retirement membership, vacation pay‑off, and other special circumstances.
- Verifies employment experience of certificated employees for proper placement on the salary schedule.
- Meets all payroll deadlines; maintains paper payroll records and files for backup.
- Works closely with human resources to ensure proper pay status and communicates with the Los Angeles County Office of Education to resolve payroll questions.
- Answers inquiries from employees and explains payroll rules; resolves discrepancies with tact and documents decisions.
