Francison Consulting is seeking an experienced Safety Manager to support BuildLACCD across Los Angeles Community College District campuses. In this role, you will perform management oversight of construction activity on behalf of the client, reporting on contractor regulatory and contract safety compliance across multiple project sites.

This is a district wide role intended to serve all LACCD campuses, with assignments made based on program needs and project workloads in each region and campus. This is an opportunity to bring your construction safety expertise to a large, multi site capital construction bond program.

Position Summary

The Safety Manager will monitor and manage construction safety compliance across assigned LACCD project sites, supporting the Program Safety Manager. Core responsibilities include:

  • Monitoring compliance with all current OSHA requirements that relate to the specific construction projects
  • Performing daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD
  • Monitoring adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures
  • Providing support to the Program Safety Manager, including attending required meetings and providing safety reports/analysis as requested
  • Attending construction meetings with the college project team and general contractor, leading the safety topic (toolbox), reporting on site observations, and reviewing upcoming construction schedules for hazard preparedness
  • Performing ongoing construction site safety inspections and generating daily safety reports for all site visits
  • Submitting weekly Project Health Safety and Environmental Observation Reports to the College Project Manager
  • Performing ongoing review of contractor safety submittals for completion and accuracy, including JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry, and hazard assessment of other high risk operations
  • Performing review of contractor submitted incident reports, participating in safety stand downs, and preparing and submitting lessons learned to the Program Safety Manager
  • Performing and documenting safety orientation with the contractor safety representative
  • Monitoring adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program's safety policy
  • Maintaining flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area
  • Working in a fast paced environment, establishing daily work priorities, and performing oversight at multiple active construction projects
Minimum Qualifications
  • 7 years of commercial construction experience in the US with a General Contractor
  • 5 years of experience in California with a Contractor or major subcontractor
  • 2 years of experience in construction of educational projects in a campus environment
  • Strong experience managing field construction teams on multiple projects
  • Experience on demolition, renovation, and new construction building projects
  • Experience working on OCIP programs
  • Hold a valid Safety Management Specialist (SMS) certificate, or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP), or Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP); all certificates and credentials must be active and current for consideration
  • Current First Aid/CPR/AED Certification
  • Experience on modernization/renovation projects involving abatement and remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead based paint
  • Strong experience working with senior management and field teams on large building programs across multiple sites and locations
  • Experience participating in scheduled construction meetings with Contractors and Project Managers
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects
  • Ability to effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team
  • Ability to manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's requirements
