RoleGreat Hill is seeking a full-time Financial Analyst at the Institute of Security Governance (ISG). ISG, located in Monterey, California, provides remote support, manages and executes institutional capacity-building programs under the direction of the Defense Security Cooperation University (DSCU) and Defense Security Cooperation Agency (DSCA.
High-Level RequirementsThe Financial Analyst provides support in budgeting, identifying, tracking, and analyzing cost and related data for routine and special projects/reports. The role is integral to establishing and maintaining strong professional relationships with Regional Program Leads and other Government stakeholders.
Roles and Responsibilities- Responsible for tracking finances related to the day-to-day execution of the budget
- Develop professional relationships with ISG stakeholders to understand needs and requirements
- Provide summaries of reconciled funds in Excel or other ISG systems
- Utilize government and commercial tracking tools such as DAI, SharePoint, and Power BI
- Support GCC CFR and G-TSCMIS budget estimation submissions and recommend changes to conform with published technical standards
- Monitor program costs by country, engagements, duration, and activity to ensure targets are met
- Track current year program obligations and funds execution (purchases, MIPR, travel, contractor, and FFRDC expenses) and report to ISG leadership
- Collaborate with internal and external stakeholders to ensure contract coverage is funded and requested to support overall ICB efforts
- Minimum of two (2) years of experience with government accounting operations, policies, procedures, and systems; familiarity with PPBE budget cycle activities, fiscal law, and DoD appropriations
- Bachelor's degree in finance, business, or related discipline from an accredited college/university
- Associate degree plus 4 years of experience may substitute for a bachelor’s degree
- Current Secret Security clearance or ability to obtain a DoD Secret Security Clearance prior to start
- Experience in Finance and Accounting Compliance Procedures, revenue and expenditure tracking tools, budgeting for events/programs, and familiarity with the DAI system or similar
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and general IT/tools including PC/MAC equipment
- Ability to develop tracking mechanisms, build briefings, and engage with POCs
- Ability to take initiative on self-developed ideas and processes to ensure high-quality support to portfolio POCs
