Under the direction of the Senior Director of Power Services or Director of Power Services, the Manager of Planning and Portfolio Management leads 3CE’s procurement strategy, portfolio planning, valuation, load and price forecasting, position reporting and hedging-policy implementation. The role supervises the front-office planning and procurement-analyst staff and prepares executive, board- and committee-ready decision materials/reports.
This is a front-office management class focused on planning, procurement strategy and portfolio analytics. The role owns the short-term/IST procurement desk and carries an active compliance-assurance responsibility — keeping RA/RPS/REC positions compliant and providing validated assumptions, models and data to Regulatory Affairs — but does not own regulatory filings or final compliance accountability, which reside with Regulatory Affairs.

Duties may include, but are not limited to, the following:- Set procurement strategy and portfolio‑management standards consistent with the Energy Risk Management Policy.
- Lead the front‑office procurement desk that runs short‑term and index/standard‑product (IST) solicitations, RFOs and transactions under approved strategy; resource specific long‑term origination tasks in support of the Director of Power Supply Resources.
- Supervise the Energy Procurement & Portfolio Analyst, Power Resources Planners and Power Supply Analyst; assign workload and ensure documented backup coverage.
- Lead RA, REC and energy planning; set valuation, hedging and forecasting methodology standards.
- Review position reports, hedge ratios and open‑position views; oversee portfolio cost, revenue and risk reporting.
- Ensure the portfolio stays on a compliant trajectory for RA, RPS and REC obligations; validate underlying data and elevate compliance risk early to Regulatory Affairs, which owns the filings.
- Engage early in long‑term origination strategy to improve deal quality and portfolio fit.
- Prepare board/RMC‑ready narratives and decision support; provide validated assumptions and data packages to Regulatory Affairs.
- Perform related duties and responsibilities as required.
- Wholesale power markets, CAISO structure, and energy/RA/REC products.
- Portfolio management, hedging strategy, valuation and forward‑curve concepts.
- Resource adequacy, RPS and integrated resource planning fundamentals.
- Statistical and financial modeling, load and price forecasting, and risk measurement.
- Lead procurement and portfolio strategy and supervise a multidisciplinary analytical team.
- Translate complex portfolio analytics into executive and board decisions.
- Set and enforce valuation, hedging and forecasting standards.
- Communicate effectively in writing, verbally and through presentations.
