About The Position
The Housing Office of the Community Development Department is responsible for developing, implementing, and administering programs and projects related to affordable housing for citizens of Monterey. The Housing Manager plans, directs, and supervises the City’s Housing Division, ensuring affordable housing programs and initiatives are implemented in compliance with federal, state, and local regulations. This position manages complex housing projects, administers housing assistance and Community Development Block Grant programs, and develops policies that support the City’s housing goals.

Under general supervision of the Community Development Director, plans, directs, coordinates, and supervises the work of the Housing Division. Ensures the programs and projects of the division are carried out in accordance with applicable Federal, State and Local laws as well as in line with the current City goals, objectives and priorities. Provides highly technical staff assistance and other job-related duties as assigned.
DISTINGUISHINGCHARACTERISTICS
This is a management position which performs a wide range of program duties related to housing. The Housing Manager is responsible for administering and supervising complex housing projects. This classification differs from the Community Development Director in that the latter position has full management and supervisory responsibility over the Community Development Department. The Housing Manager receives general direction from the Community Development Director and exercises direct and indirect supervision over subordinate staff.
Minimum Qualifications- Education:
Completion of a Bachelor’s degree from a college or university with major coursework in public administration, urban planning, or related fields. A Master’s Degree is highly desirable and may be substituted for one year of professional experience. - Experience:
Six (6) years of progressively responsible professional housing experience, including two (2) years of supervisory experience. An equivalent combination of education and experience may be considered.
