Associate Director of Business Operations & Support Services

Under the general direction of the Associate Vice President for Facilities Management, the Associate Director of Business Operations and Support Services provides strategic leadership and administrative oversight for the department's business operations, financial management, and support services. The incumbent directs the administrative infrastructure that enables Facilities Management to effectively support the University's mission by overseeing budget and financial planning, business operations, administrative services, Work Control, customer service, facilities coordination, contract administration, data analysis and reporting, and continuous process improvement.

The Associate Director serves as the department's principal business operations leader and is responsible for developing and implementing sound business practices, ensuring fiscal stewardship, regulatory compliance, and operational excellence across all administrative functions. The incumbent serves as the primary liaison with Human Resources on personnel matters and with the Campus Budget Office on financial planning, reporting, and resource management, while providing strategic counsel to the Associate Vice President and departmental leadership on business operations, organizational effectiveness, and financial decision-making.

The position leads and develops a multidisciplinary team of business operations professionals and fosters a collaborative, customer-focused culture that supports the Facilities Management Department's strategic goals and the broader mission of California State University, Monterey Bay.

Essential duties and responsibilities include, but are not limited to, the following:

Leadership and Administration

Provides leadership for the Business Operations unit by fostering accountability, collaboration, continuous improvement, and customer service excellence. Supervises budget staff, Facilities Coordinators, Work Control personnel, and other business operations staff, including performance management, coaching, employee development, and succession planning.

Partners with departmental leadership to develop and implement policies, procedures, and business practices that improve operational effectiveness and ensure compliance. Advises leadership on budgets, personnel, contracts, and administrative matters while coordinating resources across Facilities Management.

Represents Facilities Management in campus and CSU system initiatives and serves as liaison with the Chancellor's Office and external stakeholders. Ensures timely and accurate submission of required fiscal and administrative reports.

Budget and Financial Management

Provides strategic leadership for departmental budgeting, financial planning, forecasting, and resource allocation. Develops and administers operating and capital budgets, monitors financial performance, identifies fiscal risks, and provides financial analysis to support executive decision making.

Oversees financial reporting, budget administration, and compliance with CSU and University policies. Collaborates with campus partners to negotiate and administer contracts, memoranda of understanding, and service agreements while evaluating funding strategies and cost recovery models. Directs staff responsible for budget development, financial reporting, and capital project financial management.

Administrative Services

Oversees departmental administrative operations and serves as the primary liaison to Human Resources for recruitment, classification, compensation, payroll, labor transactions, and personnel actions. Ensures compliance with CSU policies and collective bargaining agreements while supporting workforce planning and organizational effectiveness.

Work Control and Business Systems

Directs the Work Control function, ensuring efficient management of service requests, work orders, staffing, workflows, and customer service.
