Summary

Security Specialist in the Fleet Numerical Meteorology and Oceanography Center, Security Department of FLT NUMER OCEANGPHY METEO CTR.

• Develop, manage, enforce, and assess compliance and effectiveness of policies and procedures for the command’s Personnel Security (PERSEC) and Insider Threat (InT) programs.
• Provide guidance and instruction to FNMOC personnel in completing personnel vetting questionnaires.
• Respond to requests for information and liaise with investigative agencies to support integrated vetting (e.g., DCSA, NCIS).
• Lead or participate in all required working groups and boards applicable to Integrated Vetting.
• Develop, maintain, and assess compliance and effectiveness of the Industrial Security Program in accordance with Industrial Security standards.
• Assist in coordinating incoming and outgoing visit access requests for all Security Management Office Codes at FNMOC.
• Validate access levels and requirements for all visiting personnel, including on‑site contractors and other local commands that access FNMOC facilities regularly.

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy must successfully pass the E‑Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time‑in‑grade). Time‑in‑grade requirements must be met by the closing date of this announcement.

• Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain or maintain the required level may result in withdrawal of a job offer or removal.
• Successful completion of a pre‑employment drug test (including marijuana) is required.
• Position may require travel to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods.
• Position is designated as a Security Professional Education Development (SPeD) position with required Security Fundamentals Professional Certification (SFPC) and Industrial Security Oversight Credential (ISOC). Certification must be obtained within 24 months of assuming the position and renewed every two years in accordance with SECNAVINST 5500.38.

• At least one year of specialized experience at or equivalent to the GS‑09 grade level in the federal service or equivalent experience in the private or public sector.
• Experience with all functions of DISS, NBIS, MP‑ICAM or similar programs.
• Experience with security access requirements for job positions to determine required access level.
• Understanding of the difference between "need to know", eligibility, and access.
• Experience granting or modifying access and creating proper documentation in security files for SECRET level access.
• Experience providing basic security indoctrination for all new personnel, including distinctions for Military, Government Civilian, or Contracted personnel.
• Experience providing individualized training for international travel, special events, or remediation.
• Experience receiving, validating, and processing Visit Access Requests at all levels of classification.
• Experience assisting the visitor control officer with visitor check‑in.
• Experience assisting the Security Department in execution of Antiterrorism programs.
• Experience understanding and utilizing Security Incident Reporting procedures, including Insider Threat Reports and Security Incident Reports.
• Experience creating Security Incident and Insider Threat reports in the proper system of record.
• Experience communicating with executive and departmental leadership regarding required reports and actions for personnel under their purview.
• Experience drafting local procedures and recommending changes to programs.
• Experience tracking and planning for continuous evaluation submissions and new background investigations.
• Experience reviewing Personnel Vetting Questionnaires before submission to DCSA.
• Experience serving as an SME on questionnaires to support employees completing the forms.
• Experience developing and leading working groups related to security (e.g., Insider Threat Working Group) and participating in all other relevant working groups.
• Experience leading and fostering partnering relationships with local commands and agencies to promote knowledge sharing.

• Ph.D. or equivalent doctoral degree.
• 3 full years of progressively higher level graduate education leading to such a degree.
• LL.M., if related.
