Position: Public Assistance Senior Technical Specialist (Reservist On Call)

Overview

ON-CALL position requiring travel to client offices, disaster recovery sites, and deployable for multiple week assignments. This U.S. based role is part of ICF’s Disaster Management Division and supports FEMA Public Assistance (PA) recovery initiatives.

Employment Type

On‑Call employees are scheduled for work as opportunities arise, with the freedom to accept or decline hours. The position may involve concurrent projects outside of ICF assignments, provided there is no conflict of interest.

Key Responsibilities
  • Create, review and provide guidance on scopes of work, cost alignments and building projects.
  • Evaluate facility damages, documents, and photographs pursuant to scope of service consultations.
  • Prepare damaged component inventory and detailed estimates of damage.
  • Support cost estimators during project development and formulation.
  • Apply program requirements, policies, procedures and protocols.
  • Provide accurate repair cost information to help build competitive estimates.
  • Review FEMA project sub‑grant applications for completeness and prepare version requests.
  • Assist project team members with technical interpretations and assistance.
  • Attend meetings with agencies and applicants to assess proposed recovery projects and discuss objectives and construction budgets.
  • Consult on Hazard Mitigation, 428 Alternative Procedures, and other FEMA PA rules and regulations.
  • Apply knowledge of design, construction procedures, zoning and building codes, and building materials.
  • Conduct analysis of complex issues requiring evaluation of intangibles.
  • Exercise independent judgment in methods, techniques and evaluation criteria for obtaining results.
  • Engage in consultative dialogue toward long‑range objectives and determine courses of action.
  • Coordinate and resolve project‑related issues and concerns.
  • Optimize procedures and maintain communication and focus.
  • Maintain and track cases in the project report management information system.
  • Measure performance with key metrics.
  • Keep management informed of issues, problems & resolutions.
  • Demonstrate superior customer service skills, active listening, facilitation and negotiation.
  • Exhibit expertise in the assigned area and carry out duties promptly and accurately.
  • Travel as required to client recovery and ICF sites.
Must Have Requirements
  • Bachelor’s Degree in Construction, Disaster Management or a closely related field.
  • 8+ years of construction experience, including 3+ years in disaster recovery and grant monitoring at federal and state levels with emphasis on FEMA PA.
  • 5+ years of management experience of large‑scale construction programs.
  • 5+ years of experience with RS Means, Xactimate, FEMA Cost Estimate or similar web‑based cost estimator software.
  • 5+ years of experience with federal grant provisions involving procurement, labor compliance and environmental issues.
  • 5+ years of experience with FEMA Public Assistance programs, Hazard Mitigation 404/406 and related requirements.
  • Willingness and ability to travel (flight and vehicle) as needed for project work on short notice.
  • Valid driver’s license and successful Motor Vehicle Records (MVR) check.
Professional Skills
  • Proficiency in Microsoft Office Suite, MS Excel and database systems; accurate data entry.
  • High attention to detail and accuracy in documentation and reporting.
  • Strong organizational skills with ability to plan, prioritize and manage multiple tasks.
  • Excellent written and oral communication, including presentation skills.
  • Critical thinking skills to resolve constraints and make decisions.
  • Ability to work under changing deadlines and priorities, including evenings and weekends.
  • Awareness of applicant situations, socioeconomic backgrounds and community dynamics.
Preferred Skills
  • Bachelor’s degree in environmental, disaster management, construction, infrastructure, energy, finance or related area.
  • Experience with CDBG‑DR, CDBG‑MIT, 406/404‑HMGP disasters.
  • Experience addressing strategic issues in disaster recovery operations.
  • Strong background in various types of construction.
  • Experience with FEMA PA policy and guidance technical issues.
  • Analytical and evaluative techniques for grant administration issues.
  • FEMA certifications.
Compensation

Hourly pay range: $45–$65 per hour, based on match to job description, location and experience. Higher education and experience will not change this range.
