The Finance Department is responsible for accounting, payroll, and tax administration functions. These services are provided by Finance Specialists, who develop expertise in one primary functional area while also receiving cross-training to support other departmental functions as needed. This collaborative approach ensures continuity of operations and uninterrupted service delivery. This position reports directly to the Finance Director.

The ideal candidate is committed to providing exceptional customer service to both the public and City employees. The successful applicant will also prefer a team-oriented environment and be willing to contribute to cross-departmental initiatives and projects.

Candidates must possess strong organizational skills and the ability to maintain a high level of accuracy in a fast-paced, deadline-driven environment. The position requires discretion in handling confidential information, as well as excellent verbal and written communication skills.

Experience with finance, payroll, or tax software is desirable. A working knowledge of accounting and auditing principles and practices is preferred. Familiarity with municipal tax regulations, payroll processing, and benefits administration is also beneficial.

A high school diploma or GED is required. An associate’s or bachelor’s degree in accounting, Finance, or a related business field is preferred.

The selected candidate must successfully complete a background investigation, including a polygraph examination, and pass a drug screening.

Salary range: $30.86–$38.88 per hour.

Within the Finance Department there are accounting, payroll and tax functions. These functions are performed by Finance Specialists who will learn to specialize in one of these functional areas. The Finance Specialists also develop competence, while being cross-trained, to back up and perform the other functions, as needed, to ensure that there is no interruption in the delivery of departmental services.

Accounting General Function

Is responsible to the Finance Director for maintaining all revenue and expenditure accounting, including accounts payable/receivable, and for all purchasing transactions and documentation. Is responsible for preparation and distribution of all monthly financial reports. Assists Finance Director in the preparation of the City’s annual operating and capital budget and all monthly annual financial reports and related tasks as required within the functional areas of the Finance Department.

Payroll General Function

Is responsible to the Finance Director for the daily operations of employee payroll and benefits administration, generating and maintaining payroll and fringe benefit expenditures and all associated reports as required by the Finance Director and local, state and federal agencies and related tasks as required within the functional areas of the Finance Department.

Tax General Function

Is responsible to the Finance Director/Tax Commissioner for maintaining routine tax records and accounts, the audit and reconciliation of taxpayer returns and filings, receipt and processing of tax collections, and responding to routine requests for information and assisting taxpayers in the preparation of tax returns and related tasks as required within the functional areas of the Finance Department.
