The OIM is in ultimate command of the vessel and is the designated Person in Charge (PIC) under IMO protocol. He/she is responsible for supporting vessel operations, for the safety of all on board personnel, the protection of the environment and the preservation of the vessel and all assets. He/she oversees station keeping, navigation and stability, supervises operations, equipment and auxiliaries and ensures compliance with operating procedures, maintenance requirements, and international maritime regulations (Coastal State, Flag State, Port State and Noble requirements).
The OIM has the overriding authority and discretion to make decisions in all situations to ensure the prevention of injury to anyone onboard the vessel, and pollution from and/or damage to the vessel, another vessel or structure, property and/or the environment. The OIM liaises with the Drilling Section Leader, with shore-based operations support and with maritime authorities to ensure that drilling operations are being conducted in a safe and efficient manner in line with client and regulating bodies’ expectations.
All persons on board, including vessel supervisors, third party contractors and the rig crew are under the OIMs authority and are his/her ultimate responsibility.
- Prefer college degree in Maritime Deck Transportation or equivalent
- Require Unlimited/Unrestricted Master (STCW II/2) license
- Command experience as a vessel’s Master on unlimited tonnage vessels
- Excellent leadership, communication and management skills
- Computer skills in information systems and computer control consoles
- Experience in the use of on board stability programs
- Experience in marine environmental and hazardous material regulations and procedures
- Broad experience in offshore marine and drilling operations
- For positions on DP vessels, requires Unlimited DPO certificate from recognized authority and experience operating multiple types of dynamic positioning systems.
- Directly responsible for the overall safety of the vessel. Fulfill the roles and responsibilities of the PIC.
- Liaise with the Drilling Section Leader in reviewing and discussing the client’s projected well program before operations commence and throughout the well as necessary to stay abreast of pertinent operational activities and time factors. Ensure that the optimum quantity of fuel, lubricants, potable water, etc., will be on board at all times.
- Provide all necessary support services to the Drilling Section Leader for the safe and efficient execution of well related operations in support of the vessel’s operator.
- Issue appropriate orders and instructions in a clear and simple manner.
- Develop and follow the approved Voyage Plan, and navigate the vessel in a prudent and cost efficient manner.
- Support and execute directives from the Rig Manager (Onshore) with respect to vessel positioning and procedures during adverse weather conditions or situations where vessel and personnel safety are involved.
- Ensure that the integrity and stability of the vessel is being maintained at all times and take action if necessary to relocate and/or reposition the vessel during periods of adverse weather or hostile environment situations to prevent any harm to personnel or damage to the vessel.
- Navigate a safe course and ensure an economically efficient voyage by determining the optimum transit speed between well locations and/or ports.
- Maneuver and position the vessel onto the well location defined by the client.
- Ensure that the vessel has the required quantity and quality of safety equipment on board at all times.
- Ensure that all vessels that come alongside the rig are safe and communicate with the Technical Section Leader regarding loading, storage, and usage of fuel and water to maintain rig draft and trim within stability limits.
