The Superintendent invites qualified and interested persons to apply for the position of Supervising Procurement Specialist within the Office of Purchasing.

Under the New Jersey Civil Service Commission this role is initially provisional; the employee will need to pass a civil service examination to become permanent.

DEFINITION: Under direction of a supervisory official in a state or local government department, institution, or agency, the Supervisor oversees the performance of complex professional work including specification development, bid preparation, evaluation, recommendation, quality assurance, and execution of contract awards in a centralized procurement environment; additional related duties may also be required.

NOTE: The examples of work are illustrative; a specific position may not perform all listed duties, and may have duties not listed.

QUALIFICATIONS AND REQUIREMENTS

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits equal one (1) year of relevant experience.

  • Eight (8) years of professional experience in purchasing commodities, materials, equipment, and/or supplies.
  • OR Possession of a bachelor’s degree from an accredited college or university plus four (4) years of the above-mentioned professional experience.
  • NOTE: “Professional experience” refers to work that is creative, analytical, evaluative, and interpretive; requires specialized knowledge and the authority to act independently.

    LICENSE: A valid New Jersey driver’s license is required only if vehicle operation is necessary for essential duties.

    Preferred Qualifications:

  • Qualified Purchasing Agent Certification (preferred).
  • BASIC FUNCTIONS AND RESPONSIBILITIES
  • Supervises and may assist in the complex analysis for centralized purchase of commodities.
  • Supervises or analyzes procurement history data and recommends effective purchasing methods and cost savings.
  • Performs complex market research analysis through vendors' brochures, trade journals, and technical material; visits plants or distributors as required.
  • Supervises the review and revision of specifications, and prepares new specifications for commodities.
  • Analyzes technical information accompanying bids to determine specification compliance; requests assistance from quality assurance for product testing and inspection when necessary.
  • In the supervisor’s absence, may supervise buying team operations and manage hiring, firing, promoting, demoting, and disciplining of employees.
  • Supervises or analyzes and forecasts long‑range and short‑range market trends to develop commodity and service needs projections.
  • Supervises and/or translates specification requirements into quality assurance programs and plans.
  • Consults with user agency representatives to review their requirements and provides technical assistance/advice.
  • Participates in meetings/hearings with vendors or bidders regarding the bidding process and/or contract execution.
  • Provides budgetary planning information after extensive analysis of historical purchasing data, including volume, completion levels, schedules, delivery points, and costs.
  • Supervises or conducts complex analysis of procurement operations, including purchase, receipt, and distribution of merchandise; prepares reports with findings, conclusions, and recommendations.
  • Practices methods and activities to evaluate their application/efficiency/effectiveness/suitability to current procurement conditions and makes appropriate recommendations.
  • Coordinates the flow of complex data processing information by frequent checks at all levels to ensure accurate reports.
  • Coordinates all phases of the inventory control system, including surplus property and stores operations, and recommends necessary changes.
