Primary Purpose
  • Responsible for the preparation and administration of complex purchases of goods and services and professional services in support of District operations.
  • Reviews complex requisitions and contracts, administers procurement processes, and acts as a buying team lead for major procurements.
Qualifications
  • High School Diploma or GED required
  • Bachelor’s Degree in a business related field preferred
  • TASBO or other Procurement Certification preferred.
Experience
  • A minimum of three to five years of purchasing experience preferably in a Texas public school district or public agency. Experience with competitive procurement and contract management required.
Special Knowledge/Skills
  • Knowledge of public procurement laws, including TEC §44.031, federal purchasing (EDGAR) and ARM
    17 Regulations, and applicable state/local policies.
  • Strong communication skills with the ability to maintain effective working relationships with internal customers and the vendor community.
  • Knowledge of School District purchasing practices and procedures.
  • Advanced skill in operating standard (word processing, spreadsheets, etc.) software applications.
  • Proficiency with enterprise financial software (e.g. Tyler Munis, Skyward, Oracle), and Ion Wave or other electronic bidding systems.
  • Knowledge of and skill in applying advanced purchasing tools and techniques.
  • Skill in developing and preparing specifications and scopes of work.
  • Ability to train and support campus/department staff on purchasing procedures.
Major Responsibilities and Duties
  • Conducts negotiations, reviews and prepares contracts, and provides administration of on-going contracts. Acts as primary cross-function procurement support in planning and equipping new schools and/or buildings.
  • Identify complex district requirements and campus/department needs, including: requirements for educational equipment and supplies, school and office furniture, maintenance and repair items and professional services.
  • Collaborates with end users to develop specifications and scopes of work; determine methods of procurement and issue complex solicitation documents in compliance with District policies and State procurement laws.
  • Review vendor responses for compliance with solicitation requirements, perform pricing analysis and recommend contract awards that result in best value procurements for the District.
  • Review, revise and approve purchase requisitions and assist in issuance of District purchase orders and contracts.
  • Act as liaison between vendors and District personnel, interpret and clarify contract provisions, procurement processes and legal responsibilities to ensure overall conformance and compliance with State Law and District policy.
  • Receive requisitions and analyze each for quantity, specifications and delivery requirements.
  • Investigate, develop and maintain records of supply sources, prices, specifications and requirements to assist in the proposal process.
  • Prepare competitive solicitation documents to include specifications, advertising, vendor list and bid opening date.
  • Ensure all procurements meet thresholds and documentation standards for state, federal and ARM 17 compliance.
  • Evaluate vendor performance relative to product acceptability and vendor service and make vendor selections and/or recommendations for award.
  • Receive and analyze quotations by mail, fax or telephone or received electronically through the District’s electronic bid system.
  • Track contract expirations, renewals, and extensions; maintain organized contract files.
  • Coordinate major planning categories in order to establish proposal timetables.
  • Assist with development and improving district purchasing processes.
  • Participate in professional development related to school business and procurement.
  • Assist in audits, reporting and documentation requests.
  • Perform other related duties as assigned.
