Overview


The Vermont Department of Environmental Conservation Stormwater Program is seeking candidates for a position in the Construction & Industrial Stormwater Permitting Section.

Primary job duties include:
  • Providing technical and analytical review of State Construction Stormwater Discharge Permits which regulates runoff from construction-related activities.
  • Providing education and outreach assistance for erosion prevention and sediment control of construction sites, including in-field assistance.
  • Ensuring compliance with applicable construction stormwater permit regulations by overseeing inspections, reporting requirements, and contributing to enforcement actions.
  • Representing the Construction & Industrial Stormwater Permitting Section in public hearings and legal proceedings.
  • Ensuring that general permits and other regulatory documents remain up to date and valid.
As of July 12, 2026, the step 1 rate for pay grade 24 will be $29.73 per hour and the step 15 rate will be $46.49 per hour.

Environmental Factors


Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required.

Strong differences of opinion may be encountered on a regular basis.


Minimum Qualifications


Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
