Environmental Analyst VI - Administrative Permitting Unit Supervisor
The Business and Operational Support Services (BOSS) program is seeking an Administrative Permitting Unit Supervisor to oversee a team of administrative staff, support continuous improvement efforts, and other division wide operations. The Division is responsible for protecting, maintaining, enhancing, and restoring the quality of Vermont's surface water resources. This position will oversee a team of five administrative permit and compliance staff who process environmental permit applications and authorizations, track permit compliance, and provide excellent internal and external customer service.
The position will guide and empower staff by having regular check-ins, helping to resolve problems, making nuanced decisions in line with permit procedures, and supporting improvements to their work. This position will also be part of a BOSS project team that strategically prioritizes and carries out projects to improve permit processes, financial operations, or develop new tools for efficiency. Key responsibilities include overseeing daily section operations to ensure processes are running efficiently and according to procedures, cultivating an environment where the team feels connected, supported, and encouraged to grow professionally, managing small and large improvement projects from planning to implementation, assisting in making strategic prioritization decisions for the program, overseeing and supporting information management, data tracking, data systems, and documentation of procedures, and may assist with communication, onboarding, employee engagement or other division operations depending on interest and experience.
Ideal candidates will have supervisory expertise, strong project management skills, experience with change management, excellent written and verbal communication skills, experience collaborating with and facilitating staff with a variety of work styles, strong organizational skills, and the ability to make good decisions based on data and regulations. Prior experience and understanding of Microsoft Office suite of tools (Teams, Outlook, Sharepoint, Excel, Power BI, etc) is preferred.
The position currently operates in a hybrid work environment out of the Montpelier VT office. Applicants must be able to commute to the office multiple days per week if needed. Environmental factors include duties largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions;
and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Minimum qualifications include a Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.
OR Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field. OR Six (6) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
