Chemours is seeking a Project Procurement Manager to join our growing Capital Procurement team. This position will report directly to the Capital Procurement leadership - Capital Projects and will be responsible for developing and executing procurement strategies that support capital investments across chemical manufacturing facilities, including plant expansions, reliability and maintenance, HIPD, environmental compliance, regulatory projects, and major capital initiatives. This role will partner closely with site project teams, engineering, construction management, finance, legal, risk management, manufacturing stakeholders, EPC/EPCM providers, and key suppliers to ensure compliant, competitive, and value-driven procurement execution from FEL-1 through project closeout.

The

responsibilities of the position include, but are not limited to, the following:
  • Lead end-to-end procurement activities for capital projects from FEL-1 through project closeout, including sourcing, bidding, contract execution, logistics, and supplier management.
  • Develop and execute procurement strategies supporting capital projects, plant expansions, maintenance, turnarounds, asset integrity, and regulatory initiatives.
  • Partner with Project Management, Engineering, Construction, and EPC/EPCM teams to develop construction package strategies, manage project risks, and support successful execution.
  • Manage competitive bidding, commercial evaluations, negotiations, and contract awards for process equipment, engineered materials, construction services, and EPC/EPCM contracts.
  • Recommend and implement contracting strategies (lump sum, unit rate, T&M, reimbursable, EPC/EPCM) based on project scope, risk, cost, and schedule requirements.
  • Drive procurement performance by reducing total lifecycle costs, mitigating commercial risk, improving supplier performance, and minimizing change orders and claims.
  • Oversee requisition-to-purchase order processes, procurement reporting, forecasting, project controls, and compliance with procurement and commercial governance standards.
  • Build and maintain strong relationships with suppliers, internal stakeholders, and third-party partners while serving as the primary procurement liaison for capital projects at the Parkersburg, WV site.
The following is required for this role:
  • Bachelor's degree in Supply Chain, Business, Engineering, Construction Management, or a related field;
    Engineering or Technical degree preferred.
  • 8+ years of procurement, sourcing, supply chain, or commercial contracting experience.
  • 5+ years supporting capital projects in chemical, petrochemical, refining, energy, manufacturing, industrial, or related environments.
  • Experience supporting capital projects exceeding $5M.
  • Demonstrated ability to lead complex supplier negotiations and manage commercial risk across equipment, materials, services, EPC/EPCM, and construction-related scopes.
  • Demonstrated experience developing construction package strategies, contracting strategies, bid-ready scopes of work, commercial evaluation models, and procurement execution plans for capital projects.
  • Ability to manage and analyze project data, procurement metrics, market intelligence, and reporting outputs; strong Microsoft Excel skills required.
  • Willingness to adhere to Chemours Core Values and procurement procedures.
The following is preferred for this role:
  • MBA, CPSM, CPSD, PMP, or similar professional certification preferred.
  • Experience with EPC/EPCM contracting, construction contracting, major equipment procurement, and capital project execution models preferred.
  • Experience developing FEL-stage procurement strategies, construction bid packages, sourcing playbooks, supplier segmentation approaches, and procurement performance dashboards preferred.
  • Experience supporting annual capital portfolios exceeding $100M preferred.
