Overview
Examiner-in-Charge (EIC) for the Vermont Department of Financial Regulation, Captive Insurance Division. Responsible for examinations and ongoing oversight of Vermont domiciled captive insurance companies. Utilizes a risk‑focused approach, leading a team of examiners to evaluate corporate governance, strategy, business plan, IT systems, internal controls, financial reporting and regulatory compliance. Conducts research, special projects, and annual and quarterly surveillance for a portfolio of companies.
Requires self‑motivation, strong time management, organization, critical thinking, and communication skills.
As of July 12, 2026, the step 1 rate for pay grade 25 will be $31.54 per hour and the step 15 rate will be $49.45 per hour.
Minimum Qualifications- Graduate degree in Finance, Accounting, Business Administration, or a related field AND two (2) or more years of experience at or above a technical level in accounting, auditing, or financial examination, including two (2) or more years involving insurance operations and supervisory responsibilities.
- Bachelor's degree AND four (4) or more years of experience at or above a technical level in accounting, auditing, or financial examination, including two (2) or more years involving insurance operations and supervisory responsibilities.
- One year as an Insurance Examiner III.
- AFE (Accredited Financial Examiner), CFE (Certified Financial Examiner), or CPA (Certified Public Accountant) designations.
Employees involved with financial examinations will be required to obtain the CFE designation within 48 months of employment.
