Scope of Position
This VP position reports directly to the Executive Vice-President of Operations and is a member of the Executive Management Committee. It provides leadership and direction for the implementation of the National Capital Act concerning:
the preparation and implementation of plans for the conservation and development of federal lands in the National Capital Region
the coordination of transportation initiatives involving collaboration between the Client, Ontario and Québec provinces, Ottawa and Gatineau cities, and other federal departments and agencies
the coordination of environmental components of major Client projects
Functional Responsibilities
The role involves participating in corporate initiatives and committees, representing the Client in external projects to promote and protect the interests of the Capital. Major responsibilities include:
Leading and guiding the development of visionary plans for land use, conservation, development, and management of Capital lands
Ensuring a coordinated approach to planning documents between the Client and other jurisdictions, especially Ottawa and Gatineau, to achieve consensus on planning directions and land use
Developing strategies for federal involvement in transportation and transit projects, including interprovincial crossings and light rail transit, in collaboration with federal, provincial, and municipal partners
Protecting the visual integrity of national symbols, such as the Capital Skyline, from key vantage points around Confederation Boulevard
Leading the heritage program, including heritage designation, review of heritage projects by FHBRO, and management of archaeological sites and assets
Representing and advising the Client on land use and aesthetic policies with federal departments, municipalities, and agencies
Developing strategies and policies to fulfill environmental responsibilities, including management of contaminated sites and fuel storage tanks
Supervising approximately 40 staff in the Capital Planning Division and external consultants as needed
Preferred Experience / Education
Master's degree with at least 12 years of relevant experience, including 10 years in an executive role, and bilingual proficiency (CCC)
Location and Travel
This position is based at the Client’s corporate headquarters in Downtown Ottawa
