General Statement of Duties: Performs a variety of administrative and customer service duties including assisting clients in person and by phone, issuing EBT cards, scheduling and notifying households of appointments, and providing information on program benefits, requirements, and resources. Provides general office support such as data entry, document preparation and review, mail and records management, correspondence, and cash handling. Accurately enters applications and redeterminations into the Colorado Benefits Management System (CBMS), retrieves and distributes PEAK and EDMS documents, and assists with expedited walk‑in appointments by conducting client interviews and gathering verifications.

Operates CBMS and related systems to determine food assistance and medical assistance eligibility and deliver benefits in compliance with Federal, State, and County guidelines.

Supervision Received: Works under the close supervision of the Administrative Support Manager and is assigned duties according to specified procedures and receives detailed instructions. Work is checked frequently.

Supervision Exercised: This position has no supervisory responsibilities.

Essential Functions: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.

  • Performs routine clerical duties including answering the phones, assisting clients at the front counter, filing, data entry, scanning and filing records, and preparing documents.
  • Assists clients in completing forms, applications, and in obtaining necessary documentation, and responds to inquiries and problems.
  • Processes routine transactions based on guidelines, policies, procedures and materials used in the department within a designated time frame, i.e., Colorado Revised Statutes, County Policies and Procedures etc.
  • Issues and explains EBT cards, either in person or by mail.
  • Explains program requirements and procedures to clients; responds to inquiries and ensures client understanding.
  • Collects fees according to standards of department, issues receipts and records transactions as appropriate; uses a computer to enter and retrieve information.
  • Retrieves all incoming PEAK and EDMS documents in CBMS to distribute to appropriate Eligibility Technician.
  • Enters all Redeterminations and Applications into CBMS, scheduling appointments as needed, and distributing to appropriate Eligibility Technician.
  • Researches data bases including Colorado Unemployment Benefits System (CUBS), Automated Child Support Enforcement System (ACSES), SVES, and SAVE to verify client information.
  • Adheres to processing guidelines established in program rules and regulations for data entry and uploading of documentation into CBMS/EDMS.
  • Maintains thorough case notes in CBMS.
  • Completes informational reports in cases of suspected fraud and assists fraud investigator in verification of information.
  • May perform other duties as assigned.
  • Regular and predictable attendance is required.

Minimum Qualifications

Required

Knowledge, Skills and Abilities:

Education: A High School graduate or equivalent with course work in general office procedures and business practices.

Experience: Previous work experience dealing with the public is preferred. Bilingual writing, reading and speaking skills in Spanish may be preferred.

Required Knowledge: Ability to learn, understand, and apply department guidelines, policies, procedures and reference materials, including Colorado Revised Statutes and County policies, within a designated timeframe. Demonstrated ability to perform a variety of clerical and typing tasks with a high degree of accuracy and the ability to exercise sound independent judgment. Working knowledge of community service resources, programs, and the purpose of public service.

Ability to analyze and apply agency and state rules and regulations when determining program eligibility, approvals, and denials. Ability to research, interpret, and comply with applicable state rules and regulations, and use logical reasoning to effectively problem‑solve.
