Basic Purpose of the Job
Under general direction, the Streets and Stormwater Superintendent within the Streets and Stormwater Division of the Public Works Department is responsible for managing and coordinating all operations and personnel within the Streets and Stormwater Division. This position oversees the installation, maintenance, repair, expansion, and enhancement of the City’s transportation infrastructure and stormwater drainage systems while efficiently organizing, planning and directing daily and long term work crew activities.

A Public Works Superintendent is expected to work collaboratively with all divisions within the Public Works Department, ensuring the effective and efficient use of vehicles, equipment, facilities, and personnel. This position also requires flexibility and a team‑oriented approach—Superintendents are expected to be available and willing to assist with projects, tasks, or events outside their primary areas of responsibility as needed to support overall departmental goals.
EssentialFunctions

- Plan, organize, direct, and manage daily and long-term work activities for division crews to implement the City’s street, right-of-way, traffic control, and stormwater maintenance programs. Oversee contractor-supported operations, including construction, repair, maintenance, and improvement of transportation and stormwater infrastructure.
- Oversee the maintenance and improvement of City infrastructure related to streets and stormwater systems, including street lighting, traffic control, regulatory signage, pavement markings, sidewalks, alleyways, unimproved ROW and related assets.
- Ensure division operations comply with applicable federal, state, and local regulations, adopted standards, City policies, safety requirements, traffic control standards, stormwater requirements, and Public Works procedures.
- Support the development and implementation of Citywide, Public Works, and division policies, procedures, goals, objectives, SOPs, field guides, service levels, and annual work plans.
- Identify infrastructure condition, maintenance history, service requests, development activity, growth trends, drainage needs, traffic and right-of-way concerns, and available resources to guide maintenance planning, operational decisions, and long-term capital improvement recommendations.
- Respond to and engage with residents, contractors, developers, and internal customers regarding service requests, right-of-way concerns, permits, inquiries, and complaints in a professional and positive manner. Coordinate public notifications and support community engagement related to maintenance activities, construction impacts, and division programs.
- Evaluate materials, tools, equipment, technology, work methods, and operational processes. Recommend and implement improvements that enhance safety, efficiency, service delivery, standardization, and long-term cost effectiveness.
- Manage the division’s annual budget, including developing, monitoring, projecting the annual budget as well as forecasting future operational and capital needs.
- Collaborate closely with the Public Works Operations Manager, other Public Works divisions, Engineering, Utilities, Parks, Solid Waste, Fleet, Facilities, contractors, vendors, and other City departments to coordinate cross-divisional projects, seasonal operations, emergency response, community events, public presentations, and service delivery.
- Lead and support division response to emergency and after-hours events, including snow and ice operations, flooding, stormwater issues, roadway hazards, debris removal, traffic control needs, infrastructure failures, and other incidents affecting public safety or City service delivery.
