POSITION SUMMARY:
The Child Care Subsidy Specialist will be knowledgeable of the CN Child Care Programs to include the Child Care Development Fund Program, the Child Care Assistance & Family Enrichment program, and the ECDC program. This position will perform routine to difficult technical, clerical and administrative support duties. These duties will ensure that all program eligibility requirements are met according to the terms and conditions of the federal grant.
The Child Care Subsidy Specialist performs responsible work involved with applying, interpreting and explaining eligibility requirements for child care services and for before and after-school programs. The Child Care Subsidy Specialist is responsible for clerical support and activities within the Child Care programs. This position will require in-depth program knowledge and customer service duties.
The Child Care Subsidy Specialist will also be responsible for monitoring and enforcing Tribal Child Care Policy Guidelines in Tribally operated centers, provider approved centers and approved home child cares.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Subsidy
Duties include:
Prepare, organize, maintain, and update client files; gather, process, review, maintain and file applicable forms, reports, timesheets, contracts and other required documentation
Answering/making calls, taking messages, checking and responding to emails, and preparing emails
Make errand runs to the bank, Comanche Nation Complex, CN childcare facilities and other local vendors
Determine eligibility status, enroll, certify, re-certify and remove clients/providers participating in the subsidy programs
Determine correct provider rates and clients' co-payments based on established eligibility criteria
Receives and calculates all monthly timesheets submitted by providers for payment processing
Explain and ensure understanding of program requirements and expectations to clients
Access and utilize data systems and performs data entry to update computer records
Maintains client confidentiality at all times
Attend In Service Training and Staff Meetings Monitoring
Duties include:
Assist with writing policies for health and safety guidelines for centers to abide by.
Make a minimum of 2 facility/home visits per year.
Make sure that the facilities are using "best practices" pertaining to TLA's guidelines.
Assist caregivers in understanding and meeting standards set in place by the Tribal Lead Agency and OHS.Provide caregivers with information on health and safety best practices.
Identify challenges that caregivers may be having and assisting them in meeting those challenges.
Ensure child care quality through providing resources to caregivers.
Reassuring parents that the individuals/facilities they choose for childcare are safe and healthy places for children to be in prepared to conduct inspections and use the opportunity to support your providers.
Monitor child care facilities physical environment.
Obtain information from the OHS website on center providers.
Investigate complaints made to the Tribal Lead Agencies pertaining to facilities.
Some travel may be required
Other duties as assigned by supervisor, site director, program director, and/or Tribal Administrator
REPORTS TO:
The Child Care Subsidy Specialist will be directly supervised by the Program Manager PHYSICAL DEMANDS:
Must be able to lift 25 lbs.
Being able to do light maintenance work to include: light cleaning office & areas used by the program to include dusting, sweeping, moping, vacuuming, taking out trash, & cleaning bathrooms.
Shopping for supplies, materials, and food in the local community.
WORK ENVIRONMENT:
Child Care Programs Office
QUALIFICATIONS:
Proficient knowledge/experience of computers, Microsoft Office software and general office procedures
High school diploma or GED equivalent required.
Understand the requirement for mandatory reporting of child abuse.
Have no felony conviction or misdemeanor conviction for offenses relating to children; satisfactorily complete background check and drug/alcohol testing required.
