PURPOSE OF THE POSITION: This position performs complex and professional engineering work for environmental, water, sewer, street, storm drainage and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria. The City Engineer is responsible for overseeing the platting process through the final development and construction phases; reviews and approves plats and improvement plans, communicates requirements with the developer and their engineering firm and ensures developments are constructed per the approved plans.
The City Engineer will conduct preconstruction meetings with developers and contractors as well as inspect infrastructure improvements and oversee the maintenance period for all developments. The City Engineer is responsible for accepting public improvements and keeping records of all as built plans.
SUMMARY OF ESSENTIAL FUNCTIONS AND DUTIES:
- Administers various consulting engineering contracts for the City to include contract preparation, development of technical requirements, and time frames; reviews plans and specifications prepared by the consultant; approve spay estimates; ensures compliance of plans with standards of engineering practice and applicable City, State, and Federal regulations and requirements; coordinates bidding process; administers projects through theconstructionphaseandthe

Engineer for sanitary sewer,water,storm drainage,streetand othermunicipalpublic works projects;writesprojectrelatedagendaitemsforreviewbythe City Council; performs agency coordination for applicable State/Federal permits; reviews construction bids; recommends contract awards; reviews work for compliance withplans and specifications; reviews and approves contract pay estimates and change orders; recommends final acceptance of projects tothe
City Council. - Frequently reviews privatedevelopmentprojects,including subdivisions, building permits, flood plain permits and similar items for compliance with codes/regulations/standards, adequacyofapplicationsforpermitsandcompliancewithapprovedplans.
- Regularly determines applicable codes, regulations, and requirements for assigned projects.
- Frequentlyassuresas-builtrecordsofprojectsanddocumentsnecessarychangesforthe operation and maintenance programs.
- Frequently writes standard specifications, contract documents and prepares standard details for use on City projects.
- Frequently writes scopes of work used to solicit engineering bids/proposals for City projects. Occasionally performs flood plain modeling using HEC Programs and water system modeling using KY pipe programs.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's degree is required;
Master's degree is a plus, and a minimum of two (2) to five (5) years municipal experience.
Experience:
Civil engineering experience with municipal infrastructure improvements. Thorough knowledge of civil engineering principles, practices and methods applicable to a municipal setting; considerable knowledge of applicable City policies, laws and regulations affecting Division activities. Thorough knowledge of Subdivision Regulations and processes associated with administering the regulations. Knowledge of various engineering computer programs. Considerable skill in developing cost estimates on complex projects. Skill in operating a personal computer, motor vehicle, phone and mobile radio.
Communication:
