The Notice‑to‑Show‑Cause (NTSC) Specialist plays a critical role in the Collections Division’s primary assigned goals: the enforcement of state statutes, rules, and the collection of outstanding income and business tax delinquencies/liabilities. The position involves collecting unpaid tax liabilities and outstanding delinquencies for individuals and businesses, serving as the primary point of contact for taxpayers on an assigned caseload, coordinating and participating in administrative hearings, monitoring third‑party outside collection agencies, determining basis of liability, conducting examinations and inspections of various tax records, and issuing orders for taxpayers whose licenses or permits are canceled.
Dutiesand Responsibilities
- Contact taxpayers by phone, email, or in‑person to notify of unpaid business tax liabilities or outstanding delinquencies and advise them on actions required to become tax compliant.
- Determine appropriate method of collection, which may include negotiating and establishing pay‑plan terms in accordance with section policy and tax laws.
- Resolve and collect unpaid tax liabilities and outstanding delinquencies.
- Establish payment deadlines and monitor pay‑plans to ensure terms and conditions are followed.
- Complete all required actions to notify taxpayers of delinquent business taxes.
- Secure payment or initiate legal actions when required by law.
- Set up businesses for hearings by creating cases within the One Link system.
- Educate taxpayers on the provisions of various tax laws, basis of liability, and assist taxpayers with filing state sales tax and remittance of payment through the online system, OkTAP.
- Provide summaries of findings for management review and correspond with the taxpayer or representative concerning division and commission inquiries.
- Examine, investigate, and review records, reports, and management practices to ensure legal compliance with state rules and statutes.
- Review applicable laws, regulations, procedures, and financial and administrative controls.
- Evaluate relevant data and aspects of situations and make appropriate decisions.
- Manage and prioritize assigned caseload and provide services to taxpayers with little supervision.
- Identify the most appropriate method to complete tasks and meet deadlines.
- May serve as the agency’s witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies.
- Assist in projects or tasks as assigned, including those in other sections or divisions.
