This position is a full‑time Programs Representative responsible for supporting Community Development programs, including public services, public infrastructure rehabilitation, disaster recovery, community action poverty alleviation, and economic development block grant projects. Oklahoma provides a comprehensive benefits package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.

Typical Functions- Act as a subgrantee point of contact and subject matter expert for assigned programs/projects.
- Review financial documents to ensure compliance with program rules.
- Design specialized training using a technical assistance participatory approach to solve programmatic concerns.
- Ensure compliance with 2 CFR 200.
- Review and assess grantee performance through the analysis of various financial and programmatic documents.
- Review financial documents from charities, insurance companies, and grantors to identify duplication of benefits.
- Write or review reports on problems found, corrective actions to be taken, and establish due dates for resolving identified issues.
- Examine environmental documents to ensure HUD, ODEQ, and EPA compliance.
- Work with state, programmatic, fiscal, and federal staff to ensure the successful closeout of all assigned grants.
- Travel within and outside the state may be required.
- Additional duties as assigned.
- At least a bachelor’s degree from an accredited college or university, preferably in Accounting, Public Administration, Community Planning, Sociology, or a related field.
- At least three years of professional experience developing state plans, ensuring project management, financial management/accounting, or an equivalent combination of education and experience.
- Strong interest and experience in federal block grants, HUD‑funded programs, housing programs, energy efficiency, economic development, infrastructure management, or related fields.
- Experience with GAAP, 2 CFR 200, HUD HOME, ODEQ or EPA environmental review, FEMA, or non‑profit administration is strongly preferred but not required.
- Excellent written and oral communication, logistical, organizational, and customer service skills.
- Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams) and other applicable computer applications.
- Curiosity, flexibility, and willingness to learn.
- Exceptional interpersonal skills when dealing with internal and external customers of diverse backgrounds.
- Ability to take direction when required and operate independently when required.
- Knowledge of applicable federal and state grant laws, general accounting, and the ability to analyze budgetary and accounting data for accuracy.
- Understanding of housing, public infrastructure rehabilitation, economic development, and community projects benefit ting low/moderate‑income citizens.
- Ability to identify patterns and anomalies in financial and programmatic documents such as timesheets, general ledgers, and invoices.
- Ability to present material to a group, teach audiences, and answer questions.
This position is funded in whole or in part by federal grant programs and must comply with all applicable federal laws, regulations, and guidance, including 2 CFR Part 200 (Uniform Guidance) and program‑specific requirements from the U.S. Department of Energy, HUD, and the U.S. Department of Health and Human Services, as applicable, as well as any other federal or state grant programs administered by the agency.
The employee is responsible for adhering to federal reporting requirements, financial management standards, internal controls, and all relevant state and agency policies related to federal grant administration.
