Job DescriptionThe Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time HR Business Partner II. This is a state position governed by the Civil Service Rules, in state government located in Oklahoma City, OK. OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is up to $75,000 based on education and experience.

BasicPurpose
At this level employees are assigned responsibility for the completion of a full range of professional level work at the full performance level in completing various human resources management or personnel administration activities, in all or several areas of an agency human resources management program. This will include a high degree of independence in completing work assignments and making decisions concerning various human resources management activities.
Supervisory responsibilities will not normally be assigned at this level, but there may be some responsibility for providing training or guidance to lower-level staff.
- Responsible for developing strategic business partner relationships by working with agency leadership in understanding and supporting their organizational needs.
- Responsible for the entire life-cycle of employees of assigned business units.
- Provide consultation and guidance to leadership regarding human resource transactions, policies, procedures, Personnel Administration Rules, State and Federal laws, and Human Resources best practices.
- Serve as a resource to employees and leadership in HR practices including FMLA, ADA, Leave, FLSA, etc., and coordinate efforts between employees, managers and other departments in the management of FMLA, disability, and reasonable accommodation.
- Serve as Benefit Coordinator and Retirement Coordinator. As the subject matter this position is the initial point of contact for employee's benefits and retirement programs.
- Manage and advise regarding employee performance and discipline issues. Maintain accurate timeline of discipline and provide to agency leadership as requested.
- Provide training on a variety of human resources topics for leadership and employees as needed.
- Coordinate the hiring process in its entirety.
- Run various Workday reports for agency leadership and other departments as requested.
- Conduct new hire orientation.
- Conducts wage and salary surveys by collecting and evaluating salary data; prepares recommendations or requests for salary changes; determines salary changes authorized for specific actions, such as appointments, promotions, transfers, demotions and reinstatements.
- Performs centralized or agency recruiting activities; prepares recruiting announcements or other information concerning job vacancies; interviews applicants and evaluates application forms; provides job counseling to prospective employees; visits schools, colleges and other sources for recruitment.
- Create, edit, review, and approve agency job descriptions.
- Maintains a system of employee personnel records.
- Serves as a back-up to the Payroll Coordinator.
- Assists with payroll duties as needed.
- Other duties as assigned.
Education and Experience requirements at this level consist of a bachelor's degree plus one year of professional experience in human resources management; or a master's degree in human resources, industrial/organizational psychology, public administration, sociology, psychology or a closely related degree; or four years of technical human resources management experience plus one year of professional experience in human resources management.
